Town May Take Over Village Code Enforcement

MAYVILLE — The town of Chautauqua may take over code enforcement for the village of Mayville.

Mayville’s code enforcement officer recently resigned and the village does not have anyone to take his place. “It’s not a job you can just raise your hand and do. You’ve got to have a license, you’ve got to be certified to do that,” said Mayor Ken Shearer during a recent village board meeting.

Meanwhile, the town of Chautauqua has one-and-a-half code enforcement officers. Town Supervisor Don Emhart said the town is proposing to take over code enforcement for Mayville and would do so by having two full-time officers. If they do this, they will be able to be open five days a week.

“It would be at no additional expense to the village. We would simply move our code enforcement from outside the village to whole town,” Emhart said at the meeting.

Last year Mayville made about $4,000 in building permits. That money would go to the town to help offset the cost for the change.

According to Shearer, the village budgets $25,000 annually for code enforcement, so it would not hurt its budget losing building permits funds.

Mayville would keep its zoning and planning boards, but would work with a town code enforcement officer.

Emhart said he doesn’t think incorporating the village’s code enforcement will cause him to have to increase the town budget rate. “I think it’s going to pretty much be a wash,” he said.

Village attorney Joe Calimeri said there are a few issues that need to be settled, including where records will be stored and who will handle projects that have already been approved that aren’t finished.

Trustee Rick Syper said he wanted more time to evaluate the proposal and discuss the necessary details. “I just caution making a quick decision on something that’s been proposed to us within the last 20 minutes, and not really having the proposal in front of us,” he said.

After a discussion, officials agreed this appeared to be the best option but they wanted to discuss it further. The Chautauqua Town and Mayville Village boards will hold a special meeting on Monday, Aug. 23, at 5 p.m. at the Chautauqua Town Hall so both boards can finalize the agreement next month.
