CHAUTAUQUA COUNTY SHERIFF’S DEPARTMENT — At around 1:34 a.m. Sunday, the Chautauqua County Sheriff's Office conducted a traffic stop on E. Main St. in Fredonia. The operator was identified as Jorge E. Rosario Alvarez, 45, of Fredonia. An investigation found Rosario Alvarez to be driving while intoxicated. He was charged with DWI, DWI per se, and speed in zone. CHAUTAUQUA COUNTY SHERIFF’S DEPARTMENT - Ryan Smith, 40, of Silver Creek, was charged Oct. 22 with animal cruelty. According to officials, at about 2 p.m., deputies were dispatched for a report of animal cruelty which occurred on Angell Road in Silver Creek. After an investigation it was found that Smith did possess one horse on his property which allegedly was not provided with adequate shelter from the elements. CHAUTAUQUA COUNTY SHERIFF’S DEPARTMENT - Harley Gurule, 39, of Irving, was charged Oct. 22 with third-degree sexual abuse. According to officials, on Oct. 11, an investigation was conducted by the criminal investigation division. Through investigation, it was found that Gurule allegedly did subject a juvenile victim to unwanted sexual contact. Gurule will be in Hanover Town Court later. - Robert I. CHAUTAUQUA COUNTY SHERIFF’S DEPARTMENT - David L. Babcock Jr., 57, of Silver Creek was charged Sept. 22, driving while intoxicated, DWI per se, failure to keep right, operating out of class, and making an unsafe lane change. According to officials, at about 7:39 a.m., deputies responded to a motorcycle accident in Silver Creek. The operator of the motorcycle was identified as Babcock Jr. He was transported to ECMC to be evaluated for injuries. Through investigation it was determined that 39-year-old Skyler Miller of Ripley was charged with trespass. JAMESTOWN POLICE DEPARTMENT - Brian A. Lowers, 38, of Jamestown, was charged Oct. 19 with resisting arrest, and a fourth-degree criminal mischief arrest warrant. According to police, at about 5:57 p.m., officers observed Lowers in the area of Forest Avenue and Warner Place. Officers knew Lowers had an active Jamestown City Court arrest warrant. Officers made contact with Lowers, and as they began to place Lowers into custody, he allegedly failed to comply. After a brief struggle, Lowers was placed into custody, and taken to Jamestown City Jail. He will be in city court later. - ...
