Silk E. Spencer surrendered to authorities after about two hours. No injuries were reported.

Police had received information that Spencer — wanted on multiple felony warrants including assault from a prior stabbing incident, second-degree robbery and two counts of aggravated family offense — was inside a home at 15 Cowden Place. When officers approached, the city man reportedly barricaded himself inside the basement and advised that he was “going to start shooting and that he was going to kill officers,” Jamestown police said in a news release.

During the standoff, dozens of residents gathered on both sides of the road and watched as police surrounded the property. Those who assisted at the scene included the New York State Police, Jamestown SWAT team, Jamestown Fire Department, Alstar EMS and the police department’s Crisis Resolution Team.

Spencer surrendered to police around 6:30 p.m. and was transported to jail where he was held pending arraignment. No weapons were discovered at the time of his arrest.

“The initial responding units were able to hold a position inside the home while also securing a perimeter, which then allowed for a lengthy dialog between Spencer and the officers,” said Capt. Robert Samuelson of the Jamestown Police Department. “This action ultimately led to the safe custody of Spencer without incident. Once we had those steps in place we were in no hurry to act and the safe securing of the suspect is always paramount.”

New charges are expected as the result of Monday’s incident, JPD said.
