Several Charged In Drug Sweeps Have Open Cases

Several of the 19 area residents identified this week as part of a probe into fentanyl and methamphetamine distribution have been charged in the last seven years.

Based on a search of records provided by police agencies in Chautauqua County and review of online court records, at least eight of the 19 have faced charges between 2016 and this year; five have been charged in more than one incident.

Many identified by Jamestown police following sweeps of properties on Cowden Place and Spring Street in the city and West Main Street in Falconer have open cases in addition to new charges filed this week.

The following are previous charges announced against those taken into custody Wednesday:

¯ In July, Zaid Mendoza was charged with first-degree burglary, first-degree robbery and second-degree menacing after officers responded to the west side of the city for a reported burglary involving a handgun.

In October 2021, Mendoza was charged with first-degree robbery, first-degree burglary, fourth-degree grand larceny and unlawful imprisonment following a reported home invasion robbery in Cattaraugus County. No injuries were reported, and Mendoza was remanded to jail without bail at the time.

Three months earlier, in July 2021, he was charged with third-degree criminal possession of a controlled substance with intent to sell, second-degree criminally using drug paraphernalia and third-degree criminal possession of a weapon. At the time, Ellicott police said Mendoza was located inside a Celoron residence along with a “quantity of methamphetamine, fentanyl, cash and several large capacity ammunition feeding devices.”

¯ Patricia Curry in June was charged with two counts of seventh-degree criminal possession of a controlled substance. Curry was one of 12 individuals taken into custody as part of a joint narcotics investigation and raids of 47 Charles St. and 15 Cowden Place.

¯ In April, Kimberly Brandow was charged with second-degree criminal trespass after officers responded to a reported burglary on the south side of the city.

¯ Alvin Jusino was picked up on an arrest warrant in October; he was one of six people taken into custody after police executed warrants at 57 Colfax St. and 34 Sampson St.

In April 2018, Jusino was jailed after leading officers on a pursuit from Jamestown to Mayville. He was charged upon arrest with failure to comply with a lawful order, third-degree aggravated unlicensed operation, DWAI-drugs, third-degree unlawful fleeing a police officer, unlawful possession of marijuana and refusal to take a breath test, as well as vehicle and traffic violation.

¯ Following a crash in January 2018 on Route 62 in the town of Kiantone, Craig VanHook was charged with DWI and driving while ability impaired by drugs. The crash reportedly involved three semi-trucks.

VanHook was charged in November 2019 with five counts of third-degree criminal possession of a controlled substance, tampering with evidence and criminally using drug paraphernalia. The charges were the result of raids at 58 E. Cowden Place and 21 Hazzard St.

In December 2021, VanHook was charged with second-degree criminal contempt, aggravated family offense and second-degree obstructing governmental administration after a reported domestic dispute in Jamestown.

In April, he was charged with second-degree criminal contempt, aggravated family offense, second-degree obstructing governmental administration, resisting arrest, tampering with physical evidence, fourth-degree criminal possession of a controlled substance and two counts of seventh-degree criminal possession of a controlled substance. The charges were the result of a warrant check at an East Sixth Street residence.

¯ Warren Dinkins in March 2017 was charged with first-degree criminal contempt and aggravated family offense after police responded to a reported disorderly person.

He was charged in March 2018 with second-degree burglary and petit larceny following a domestic dispute that included a television being stolen.

¯ In October 2019, Wilfredo Castrillo was charged with first-degree criminal contempt and aggravated family offense after officers responded to West Fourth Street for an order of protection violation.

Castrillo was charged in August 2017 with second-degree criminal trespassing following a trespassing complaint on Spring Street.

He was charged with robbery of a 7-Eleven store in August 2016. He demanded cash from a clerk, and while he did not receive any money, he did get behind the counter and take cigarettes before fleeing.
