Bail Revoked For City Man Charged In Warren

WARREN, Pa. — A Jamestown man who faces charges for allegedly dealing cocaine in Warren County is back behind bars for using the substance.

Sherriald J. Surrena, III, 32, 44 Ames Ave., was charged by Conewango Township police in the wake of the July 8 incident and back before President Judge Maureen Skerda on Thursday on motion to revoke bail supervision.

Surrena’s attorney, Alan Conn, said his client would admit to a relapse.

Skerda said that, according to the probation department, includes positive tests for cocaine eight times between July 21 and Nov. 8.

Conn argued that his client has been clean for the last three or four weeks and is “doing well since then.”

He said his client is starting treatment, has medical appointments scheduled and is not a flight risk.

Warren County District Attorney Rob Greene said he “completely” disagreed.

Greene said incarceration would help Mr. Surrena not use cocaine and argued that since he posted bail, he “has not stopped using cocaine.

“Nothing I’ve seen (suggests) Mr. Surrena is going to quit,” he continued, arguing that if he could post $50,000 bond, he could have afforded treatment.

“He’s a threat to society,” Greene said.

“This wasn’t one violation,” Skerda said, noting that his out-of-state residence means there is “not any motivation for you to return here….”

She said, in revoking his bail, that it is “obvious you were dealing here” and said it would not be “appropriate” for him to be housed anywhere but jail.

Officers allege in the affidavit of probable cause that they were contacted by a confidential informant that a “person known to traffic in controlled substances, mainly cocaine, would be in the Warren County area selling cocaine” that July day.

Alleged contact between Surrena and the informant resulted in the arrangement of a purchase of cocaine at 2425 Market St. — Sheetz in North Warren — shortly before 10 p.m.

Police and Warren County Drug Task Force agents observed the vehicle leaving the scene of the transaction and proceeding south on Market Street.

A traffic stop was subsequently conducted and Surrena allegedly told police that there was a firearm in the vehicle.

“K-9 Dina was used and odor of controlled substances was detected coming from the vehicle,” the affidavit states.

Police subsequently obtained a search warrant for the vehicle and also found that Surrena did not have a valid state license for the firearm.

The search warrant was executed just before 2:30 a.m. the next morning and uncovered a .44 special Charter arms loaded with four rounds of hollow point ammunition, $500 in currency and a litany of controlled substances — cocaine, crack cocaine, hydrocodone pills, a scale and baggies.

A Facebook post from the Drug Task Force states that about 24 grams of crack cocaine and powder cocaine were seized.
