Dunkirk Man Indicted On Rape Charge
A Dunkirk man was one of three people recently indicted by a Chautauqua County grand jury.
Frank Oliveras pleaded not guilty Monday to charges of second-degree rape and second-degree criminal sexual act, both class D felonies, and endangering the welfare of a child. The indictment was filed Nov. 11.
The Dunkirk Police Department in September announced the second-degree criminal sexual act charge against the 22-year-old. However, no further information regarding what led to the arrest has been made public.
A conference has been set for Jan. 20, a county court clerk said.
Meanwhile, 48-year-old Carrie Congdon was recently indicted on charges of second-degree burglary, fourth-degree criminal mischief, driving while intoxicated and two counts of third-degree assault.
In September 2020, the Chautauqua County Sheriff’s Office announced the Randolph woman’s arrest after responding to a reported assault in Kennedy. In a news release at the time, deputies say Congdon arrived unwanted at a residence, allegedly assaulted someone in the driveway before forcing entry inside and assaulting a second person.
Further investigation found that Congdon had driven to the residence while intoxicated, the Sheriff’s Office said.
Congdon pleaded not guilty to the charges in the indictment at arraignment Monday.
Also indicted was 31-year-old Joseph Grant on charges of fourth-degree criminal possession of a narcotic drug and second-degree criminal possession of a weapon. Grant pleaded not guilty during arraignment Dec. 9.
