School Boards Will Need Additional Time To Figure Out Budgets

Postponing elections until June, as is recommended by the state Election Commissioners’ Association, was such a good idea that Gov. Andrew Cuomo beat the state Legislature to the punch, issuing an executive order Saturday postponing the presidential primary election from April until June.

The governor has said he doesn’t expect the COVID-19 pandemic to hit its peak until sometime in mid to late April — or right about the time of the April 28 presidential primary election, give or take a few days.

Norm Green, Chautauqua County Democratic election commissioner, is absolutely correct when he expresses concern about the senior citizen population of election inspectors and voters being asked to vote during the pandemic. There are also issues with some typical polling places being closed because of the COVID-19 pandemic, so election commissioners need the leeway to consolidate polling places and election districts for the primary and special elections — things that take time to do that frankly might not be possible by April 28.

Lastly, state and local primary elections are already scheduled for June 23, so moving the presidential primary to June 23 wouldn’t mean scheduling another election. It might mean reprinting ballots, but there is enough lead time to do so by moving the presidential primary into late June. The governor then issued an executive order Monday postponing May’s school board elections and budget votes until at least June 1.

That’s a good decision too. School budgets could be a mess, and local school boards will need the additional time to figure out how to best work less state aid revenue into their budgets without depleting resources relied upon by school children.
