Spring, Cherry street ramp repairs on council agenda

By Sara Holthouse 3 min read

The city's parking garages on Spring Street and Cherry Street are in need of roughly $6.26 million worth of repairs.

Council members aren't being asked to approve repairs during Monday's meeting. The council is being asked to approve a resolution authorizing phasing plans and cost estimates for the repairs for a total of $16,000.

"As part of the development of construction documents for the necessary repairs, the city requested that the proposed work be organized into phases to accommodate applicable site restrictions and operational limitations,” the staff memo from Mark Roetzer, acting public works director, states. “Detailed cost estimates are also needed to outline the anticipated costs associated with each phase of the work.”

According to documents filed with the city’s capital budget requests for the 2027 budget, the Cherry Street parking ramp needs a four-year program of structural and protective repairs that include concrete repairs to slabs, beams, columns and walls; crack and joint repairs, traffic coating, drainage, striping and other areas. The total cost for the rehabilitation program is listed as $2,160,000, with short-term work proposed for 2027 costing $522,960. Another $545,680 in work is requested for 2028, 2029 and 2030. So far, no funding has been allocated to the repair project.

Work on the Spring Street parking ramp is estimated to cost $4,100,000, and includes concrete repairs to slabs, beams, columns and walls, crack and joint repair, drainage, traffic coating, striping and related work. Short-term work proposed in 2027 would cost $1,187,000, with work in 2028, 2029 and 2030 projected to cost $971,186 a year. The Spring Street project also has no funding currently allocated, according to the capital budget request.

The documents being discussed by the council on Monday specifically are required phased construction documents and detailed cost estimates for the repairs. According to tonight's agenda, these documents will establish the proposed repair phases, account for site restrictions and operational limitations, and provide a detailed estimate of the associated costs.

A request for proposals for this work was issued by the city in 2024, specifically for inspections of the city's publicly owned parking garages. The inspections identified several critical items requiring attention to prevent further deterioration and potential structural failures.

The fiscal impact for the city for the Cherry Street parking garage phasing plan will be $6,000 while the cost for the Spring Street plan will be $10,000, with both amounts to be paid from account H9551-1031, which has money remaining from the city's 2021 bond issue.

Budget presentations are also scheduled for tonight for the comptroller, police and fire departments, beginning at 6 p.m. Regularly scheduled committee meetings will not be held due to these budget presentations, which will all be held in the police training room. The work session will begin as normal in the police training room at 7:30 p.m.
