Temporary Ward 2 council appointment on today’s council agenda

Bryan S. Bigelow will be appointed during Monday's City Council meeting to fill Tony Dolce's unexpired term representing Ward 2 on the Jamestown City Council.
The council had 60 days to fill the position on a temporary basis until the winner of November's election between Bigelow and Jason Sample takes office in 2027. Bigelow's appointment by Mayor Kim Ecklund will take place during a special meeting of the council at 6:15 p.m. in the council chambers on the second floor of city hall. Also on the agenda for the special meeting is approval of a contract between the city and the AFSCME union representing city public works employees. The new contract would run through Dec. 31, 2029.
Committee meetings will be held on the fourth floor of city hall after the special meeting.
Among items on the agenda are acceptance of a $20,000 Discovery Grant award. The money is part of a state grant that was awarded to the county District Attorney’s office. Scott Forster, city police chief, plans to use the money for a subscription to Matterport, a scanning technology to create digital twins of physical spaces for emergency planning, tactical awareness, and facility management; replacement laptops, three adjustable processing tables for DNA, fingerprints, firearms and other evidence processing; a Foster & Freeman specialized alternate light source (ALS) and forensic photography systems designed to detect and record latent fingermarks, body fluids, and trace evidence; and a Sirchie Search CYANOWAND Kit, a portable, butane-powered forensic tool used to develop latent fingerprints via cyanoacrylate (super glue) fuming.
Several special event applications will be reviewed as well, including:
– Jamestown Farmer’s Market 5K Race, to be held on Saturday, August 15, 2026 from 8:00 a.m. until 10:00
a.m. including set up and tear down, throughout downtown and the Riverwalk. The event was
approved electronically due to time constraints.
– Third annual Back to School Field Day on Saturday, Aug. 22,
from 8 a.m. until 6 p.m., including set up and tear down, at Jackson Taylor Park. The
event was approved electronically due to time constraints.
– The 10,000 Maniacs Arts Festival Performance by Dead Letter Office, to be held on Friday, Sept. 4, from 3 p.m. to 8 p.m., including set up and tear down, at
the Wintergarden Plaza.
– The annual Daniel Feather Memorial 5K to be held on Sunday, Sept. 5, from 7:30 to 11:30 a.m., including set up and tear down. Baker Street will be closed between
City View Avenue and the Bergman Park entrance.
– A block party to be held on Stowe Street, between Second and Falconer streets, on Aug. 22,
with a rain date of Aug. 29 from noon to 8 p.m.
– A block party on Hallock Street between Royal and Fairmount Avenue on
Sept. 6 from 7:30 to 9:30 p.m.
