Deplorable living conditions for a youth and dogs led to charges against two Jamestown residents.
At 3 p.m. Friday, officers of the Jamestown Police Department responded to a residence on the west side of the city to assist the Department of Development. During the investigation, officers discovered a 3-year-old child living in deplorable and hazardous conditions.
Officers also located three dogs that appeared malnourished and were being kept without accessible food or water. The dogs were removed from the residence by Animal Control, and arrangements were made to ensure the child’s safety.
As a result of the investigation, Amber Peru, 33, was taken into custody and charged with one count of endangering the welfare of a child and three counts of overdriving, torturing and injuring animals; failure to provide proper sustenance. David Burkhart III, 33, was taken into custody and charged with one count of endangering the welfare of a child, one count of seventh-degree criminal
possession of a controlled substance and three counts overdriving, torturing and injuring animals; failure to provide proper sustenance.
Both were transported to the Jamestown City Jail, where they were held pending arraignment
