Two Sentenced To Prison For Violating Sex Offender Registration

A Pittsfield man will spend the next two to six years in prison after failing to verify his address as required under the state’s sex offender registration laws.

Joshua Lee Glover, 44, was arrested on February 19 by Pennsylvania State Police after authorities followed up on a Megan’s Law tip indicating he was not residing at his registered address. He pleaded guilty earlier this year to second-degree felony failure to register with the Pennsylvania State Police on one docket, with a second count of second-degree failure to register with the Pennsylvania State Police on a second docket not prosecuted at sentencing. Glover, who has been held on $50,000 bail in the Warren County prison since his Feb. 19 arrest, was sentenced Friday by Judge Gregory Hammond to 27 to 81 months confinement.

According to the probable cause affidavit, law enforcement officers interviewed the residence’s owner where Glover was registered to live. The homeowner disclosed that Glover had moved out at the end of January, which he failed to report, violating the legal requirement for sex offenders to keep their registered address updated.

Megan’s Law requires offenders to report any address changes within three days. Pennsylvania’s Megan’s Law requires individuals convicted of certain sexual offenses to register with the State Police if they live, are transient, attend school, or are employed in the state. The registration is tiered and can be for 10 years, 15 years, 25 years, or lifetime, with different frequency requirements for reporting depending on the tier and offense. Glover has prior charges in New York, including a 2014 case involving felony second-degree rape and endangering the welfare of a child. Authorities determined that Glover had engaged in an unlawful sexual relationship with a female under the age of 15 in Jamestown, N.Y. He was arrested following an investigation by the Chautauqua County Sheriff’s Office and held without bail.

In 2016, Glover was arrested again for violating parole by failing to update his registry information and using an unauthorized social media account. This violation was considered a Class E felony, and he was again detained in the Chautauqua County Jail.

Tyler M. Drake, 33, Grand Valley was also sentenced by Hammond after pleading guilty earlier this year to a second-degree felony charge of failure to register with the Pennsylvania State Police while a second-degree felony charge of failure to provide accurate registration information was not prosecuted. Drake was sentenced to 2 to 6 years confinement. Drake had been accused of sending nude photos and requesting nude photos and oral sex from the girl at a home in Sparta Township, according to a state police criminal complaint filed with the charges in January 2018, according to the Meadville Tribune. Drake was convicted in September 2018.
