Two New Legislators Elected In Jamestown Area

The Republican Party will continue to have a super-majority on the Chautauqua County Legislature.

Following Tuesday’s elections, there will continue to be 15 Republicans and 4 Democrats on the 19 member county legislature, effective Jan. 1, although one race (District 1) has a 10-vote difference.

Republicans lost one seat (Legislator Elisabeth Rankin) while Democrats lost one seat (Legislator Billy Torres).

Since Jan. 1, 2022, the Republicans have had a 15-4 majority. A party needs at least 13 members to hold a two-thirds majority, which gives them a super-majority. Most legislation needs a simple majority to pass, but some does require two-thirds.

Eleven of the 19 legislative districts had a competitive race. Below are the results of those races.

DISTRICT 1

Legislative District 1 includes part of the city of Dunkirk. Incumbent Kevin Muldowney appears to have defeated challenger Marcus Buchanan, but it’s a close race, 721-711. Muldowney ran on the Republican and Dunkirk First lines while Buchanan ran on the Conservative and Working Families lines.

DISTRICT 2

Legislative District 2 includes part of the city of Dunkirk. Incumbent Robert Bankoski defeated challenger Dennnis Welka 637-357. Bankoski ran on the Democratic and Working Families lines, while Welka ran on the Republican and Conservative lines.

DISTRICT 3

Legislative District 3 includes part of the village of Fredonia and the town of Pomfret. Incumbent Bob Scudder defeated Nevin Eklund 939-509. Scudder ran on the Republican and Conservative lines while Eklund ran on the Democratic line.

DISTRICT 9

Legislative District 9 includes part of the city of Jamestown. Incumbent Billy Torres lost to challenger Phil Landy. Landy received 571 votes while Torres received 481 votes. Torres ran on the Democratic line while Landy ran on the Republican and Conservative lines.

DISTRICT 10

Legislative District 10 includes parts of the towns of Busti and Ellicott, the village of Lakewood, and part of the city of Jamestown. Incumbent Jamie Gustafson defeated Julie Jackson-Forsberg 802-571. Gustafson ran on the Republican and Conservative lines while Jackson-Forsberg ran on the Democratic and Working Families lines.

DISTRICT 11

Legislative District 11 includes part of the city of Jamestown. Incumbent David Wilfong defeated Bob Whitney 598-460. Wilfong ran on the Republican and Conservative lines while Whitney ran on the Democratic and Working Families lines.

DISTRICT 12

Legislative District 12 includes part of the city of Jamestown. Incumbent Elisabeth Rankin lost to Frederick Larson. Larson received 637 votes while Rankin received 584. Rankin ran on Republican and Conservative lines while Larson ran on the Democratic and Working Families lines.

DISTRICT 13

Legislative District 13 includes part of the city of Jamestown. Incumbent Thomas Nelson defeated Joe Tickle 391-325. Nelson ran on the Democratic and Working Families lines while Tickle ran on the Republican and Conservative lines.

DISTRICT 15

Legislative District 15 includes part of the town of Ellicott, including the villages of Celoron and Falconer. Incumbent Lisa Vanstrom defeated Kurt Gustafson 818-584. Vanstrom ran on the Republican and Conservative lines while Gustafson ran on the Democratic and Working Families lines.

DISTRICT 16

Legislative District 16 includes the towns of Kiantone, Carroll, and part of the town of Poland. Dalton Anthony defeated Amy Thompson 858-314. Anthony ran on the Republican and Conservative lines while Thompson ran on the Democratic and Common Sense lines. Incumbent John Davis, a Republican, chose not to run for re-election.

DISTRICT 19

Legislative District 19 includes the towns of Ripley and Westfield, including the village of Westfield. Fred Johnson defeated Braiden McElhaney 1,079-441. Johnson ran on the Republican and Conservative lines, while McElhaney ran on the Democratic line. Incumbent John Hemmer, a Republican, chose not to run for re-election.

District 4 will continue to be represented by Susan Parker, D-Fredonia. District 5 will continue to be represented by Terry Niebel, R-Sheridan. District 6 will continue to be represented by Tom Harmon, R-Silver Creek. District 7 will continue to be represented by John Penhollow, R-Stockton. District 8 will continue to be represented by Pierre Chagnon, R-Ellery. District 14 will continue to be represented by Dan Pavlock, R-Sinclairville. District 17 will continue to be represented by Travis Helser, R-Clymer. District 18 will continue to be represented by Marty Proctor, R-Mina.
