JAMESTOWN POLICE DEPARTMENT

– Watkine C. Watkins, 47, of Jamestown was charged June 25 with resisting arrest, third-degree criminal possession of a controlled substance, second-degree criminally using drug paraphernalia, tampering with physical evidence, and other traffic infractions. According to police, at about 1:35 a.m., officers attempted to stop a male on an electric bicycle in the area of Forest and Columbia avenues for multiple observed traffic infractions. The male failed to comply with the stop, and led officers on a brief pursuit. While officers were pursuing the male, he was observed throwing items out of his pockets which were later discovered to be individual bags of fentanyl. Police said the male eventually stopped in the area Prospect Street and Prather Avenue where he was placed into custody without further incident. The male, police said, was identified as Watkins, and taken to Jamestown City Jail. He will be in Jamestown City Court later.

TOWN OF ELLICOTT POLICE DEPARTMENT

– Victor J. Cameron, 51, of Erie, Pa. was charged June 19 with public lewdness. According to police, at about 8:31 p.m., officers responded to a well-being check, where it is alleged that Cameron was passed out behind the wheel not waking up. Upon arrival, police said, officers found Cameron passed out and nude from the waist down. Upon further investigation, it was found that Cameron allegedly was committing a lewd act prior to police contact. He was placed into custody and taken to EPD and was later released. He will be in Ellicott Town Court later.

– Mary E. Franchina, 62, of Jamestown was charged June 20 with driving while intoxicated, DWI per se, second-degree aggravated unlicensed operation, and consumption of alcohol in a motor vehicle. According to police, at about 4:35 p.m., officers responded to a motor vehicle accident with personal injury, where it is alleged Franchina was operating a vehicle while intoxicated, drinking alcohol in the vehicle while she was driving and operating with a suspended New York State driver’s license when an accident occurred with her vehicle and another vehicle. Franchina was placed into custody, and later released, and will be in town court later.

– Jesse B. Pardue, 30, of Jamestown, was charged June 24 with felony driving while ability impaired by drugs, seventh-degree criminal possession of a controlled substance, and other vehicle and traffic violations. According to police, at about 12:06 p.m., officers responded to a motor vehicle accident with injury, where it is alleged Pardue was operating the vehicle while under the influence of a drug and passed out while driving. Pardue struck another vehicle that was traveling in the oncoming lane of travel, causing heavy damage to both vehicles. Through investigation, police said, it was determined Pardue allegedly was operating a vehicle while under the influence of a drug and allegedly was in possession of a quantity of methamphetamine. He was placed into custody, and later released. Pardue will be in town court later.

– Elias RL McManus, 19, of Jamestown was charged June 19 with DWAI, consumption of cannabis in a motor vehicle, and failing to turn as required. According to police, at about 9:54 a.m., officers responded to a motor vehicle accident at the Chautauqua County Airport, where it is alleged McManus was operating the motor vehicle while under the influence of a drug, which caused him to strike a cement pole in the parking lot.

He was placed into custody, and later released. He will be in town court later.

– Yandel O. Velazquez Cruz, 19, of Jamestown, was charged June 22 with second-degree menacing, first-degree harassment, and fourth-degree criminal possession of a weapon. According to police, at about 7 p.m., officers responded to a call at Waddington’s Tavern, on June 21, where it is alleged Velazquez Cruz threatened the victim at knife point. Velazquez Cruz was later located, placed into custody, taken to EPD for booking, and then taken to the Chautauqua County Jail for a centralized arraignment. He will be in town court later.
