TOWN OF ELLICOTT POLICE DEPARTMENT
– Michael L. Johnson, 28 , of Jamestown was charged April 16 with petit larceny. According to police, officers responded to a shoplifting complaint where it is alleged Johnson took items owned by Crosby’s in Falconer. He was issued an appearance ticket and will be in Ellicott Town Court later.
– Jason R. Reed, 55, of Falconer, was charged April 10 with felony driving while ability impaired by the combined influence of alcohol and a drug, first-degree aggravated unlicensed operation and numerous other vehicle and traffic violations. According to police, at about 12:50 p.m. officers conducted a vehicle and traffic stop on a motorcycle that was driving on the sidewalk and was not registered. It is alleged Reed was operating the motorcycle while intoxicated and has a revoked New York State non-driver identification for a previous DWI conviction. Reed was issued numerous traffic tickets and was taken to Chautauqua County Jail for centralized arraignment. Reed town court later.
– Scott A. Heffner, 34, of Sugar Grove, Pa., was charged April 13 with seventh-degree criminal possession of a controlled substance. According to police, officers responded to a suspicious situation at Target, 975 Fairmount Ave., where it is alleged a male subject was acting suspicious in Target parking lot. Officers made contact with the male who was identified as Heffner. While speaking to Heffner, officers noticed he was acting erratic, and showed signs of drug impairment, police said. Heffner stepped out of the vehicle, and gave officers permission to search his vehicle. Officers located a clear bottle with unknown orange pills inside it. Officers later confirmed to have a controlled substance inside the bottle. Heffner was placed into custody, and issued an appearance ticket. He will be in town court later.
– Stephanie Derby, 45, of Jamestown, was charged April 15 third-degree petit larceny. According to police, officers responded to a larceny complaint at Wegmans, 945 Fairmount Ave., where it is alleged that Derby concealed Wegmans’ merchandise, went past the point of sale without making an attempt to pay for the merchandise, and fled the business on foot. Derby was placed into custody nearby, and later taken to the county jail for centralized arraignment. Derby will be in town court later.
– Jeffrey Perrin, 59, of no current permanent residence was charged April 16 with second-degree criminal mischief, and fourth-degree criminal mischief. According to police, officers responded to a disorderly person, where it is alleged Perrin threatened the owner of a local Falconer business and damaged merchandise belonging to the business. Perrin was issued an appearance ticket, and taken to the county jail for centralized arraignment. He will be in town court later.
– Steve A. Michael Jr., 44, of Kennedy, was charged April 18 with endangering the welfare of a child. According to police, officers responded to an educational neglect complaint, where it is alleged the victim has missed over 90 days of school unexcused. Michael was issued an appearance ticket, and will be in town court later.
– Kenneth Mosley, 43 , of no current permanent residence was charged April 18 with second-degree harassment, resisting arrest, obstruction of governmental administration, and trespass. According to police, officers responded to an unwanted person complaint at the Budget Inn, 214 E. Main St., where it is alleged that Mosley was harassing the front desk clerk and refusing to leave the premises. Upon arrival, officers granted Mosley multiple opportunities to vacate the property, but refused to do so. Mosley was placed into custody without incident, and was taken to EPD for processing, and later taken to the county jail for a centralized arraignment. He will be in town court later.
– Cody M. Anderson, 37, of Jamestown, was charged April 9 with DWAI, reckless driving, failed to comply with a lawful order and several other vehicle and traffic violations. According to police, officers conducted a vehicle and traffic stop on a moped/motorcycle that was driving erratic and reckless on Fairmount Avenue, where it is alleged Anderson failed to comply with officers and was pursued for some time. After investigation, Anderson was found allegedly to be under the influence of drugs and placed into custody without incident. Anderson was issued numerous traffic tickets and taken to the county jail for a centralized arraignment. He will be in town court later.
– Tina L. Larsen, 45 , of Jamestown was charged April 13 with second-degree harassment. According to police, officers responded to a physical altercation, where it is alleged a member of a county agency in the course of conduct of their job duties was requiring police assistance. Larsen subjected the victim to physical contact. Larsen was arrested and released with an appearance ticket, and will be in town court later.
– Zachary C. Clark, 57, of Jamestown, was charged April 15 with felony DWAI and numerous other vehicle and traffic violations. According to police, at about 12:33 p.m., officers conducted a vehicle and traffic stop after observing numerous moving traffic violations, where it is alleged Clark was operating the vehicle while under the influence of drugs. Clark was placed into custody, and taken to the county jail and issued several traffic tickets. He will be in town court later.
– Phillip P. Gardner, 45, of Jamestown, was charged April 16 with DWAI, and other vehicle and traffic violations. According to police, at about 8:45 a.m., officers conducted a vehicle and traffic stop after observing a traffic violation, where it is alleged Gardner was operating a motor vehicle while under the influence of a drug. Gardner was processed and released with traffic tickets. He will be in town court later.
– Chelsea M. Michael, 35, of Lakewood, was charged April 18 with endangering the welfare of a child. According to police, officers responded to a complaint for educational neglect, where it is alleged the victim has been absent for over 90 days from school unexcused. As a result of the investigation, Michael was issued an appearance ticket, and will be in town court later.
– Troy A Kightlinger, 54, of no current permanent address was charged April 17 with second-degree menacing, and third-degree criminal possession of a weapon. According to police, at about 9:28 p.m., officers responded to a complaint of a male who threatened, with a knife, an employee of a Falconer business where it is alleged Kightlinger was yelling at the victim, and pulled a knife out of his pocket as he approached the victim. Kightlinger was taken to the county jail, and will be in town court later.
– Christopher W. Smith, 43, of Jamestown was charged April 19 with petit larceny. According to police, at about 4 p.m., officers responded to a shoplifting complaint at Home Depot, 935 Fairmount Ave., where it is alleged Smith was placing items inside a personal bag. Smith was placed into custody and taken to EPD for processing. He will be in town court later.
LAKEWOOD-BUSTI POLICE DEPARTMENT
– Carlos M. Pagan, of Lakewood, was charged April 18 with first-degree aggravated unlicensed operation. According to police, at about 7:09 a.m., officers observed Pagan operating a motor vehicle on East Fairmount Avenue. Knowing that Pagan has a revoked license, officers initiated a traffic stop. Police said a driver’s license check revealed that Pagan’s license was revoked on April 3, 2018 for DWI; was revoked on July 20, 2022 for DWI; was suspended on Oc. 13, 2022 for failure to pay driver assessment fee; was revoked on Feb. 15, 2023 for DWI; and was revoked on May 3, 2024 for refusing to submit to a chemical test. His license, police said, has not been restored. He will be in Busti Town Court later.
– David T. Koch, 38, of Jamestown was charged April 17 with third-degree criminal trespass. According to police, at about 10:38 a.m., LBPD was contacted by members of the Jamestown Police Department, due to having a subject in custody who had an active warrant issued by LBPD. Officers responded to JPD, and Koch was placed into custody, and released with an appearance ticket. He will be in town court later.
CHAUTAUQUA COUNTY SHERIFF’S DEPARTMENT
– Jesse H. Smith, 40, of Frewsburg, was charged April 21 with obstructing governmental administration, and resisting arrest. According to officials, at about 1:11 a.m., deputies and New York State Police Troopers responded to Frewsburg for a subject refusing to exit a vehicle. Upon arrival the subject exited the vehicle and became irate, allegedly grabbing a deputy’s hand and attempted to strike the deputy. Smith was then placed under arrest and allegedly resisted arrest. Smith was taken to the county jail for centralized arraignment.
– Dominique A. White, 29, was charged April 20 with petit larceny. According to officials, at about 6:20 p.m., deputies were dispatched to Tops in the town of Dunkirk for a report of a shoplifting. The suspect was identified as White, and through investigation it was found that White allegedly did take merchandise from the store without paying for it. White was later released from the scene and she was issued an appearance ticket. She will be in Dunkirk Town Court later.
