CHAUTAUQUA COUNTY SHERIFF’S DEPARTMENT
– Ryan P. Fitzgerald, 21, of Jamestown, was charged March 29 with driving while intoxicated, DWI per se, and having no/inadequate lights. Officials said, at about 2:31 a.m., deputies conducted a traffic stop on Route 60 in the town of Pomfret. The operator was identified as Fitzgerald, and through further investigation, Fitzgerald allegedly was found to be driving while intoxicated. He will be Pomfret Town Court later.
– Giovanni E. Collver, 23, of Falconer, was charged March 28 with DWI, DWI per se, consumption of alcohol in a motor vehicle, speeding, and having no/inadequate lights. Officials said, at about 1:46 a.m., deputies conducted a traffic stop on Fairmount Avenue in the town of Ellicott. The operator was identified as Collver. Further investigation found Collver allegedly to be driving while intoxicated. He will be in Ellicott Town Court later.
– Carl F. Herb, 62, of the town of Hanover, was charged March 29 with DWI, having no/inadequate head lamps, and having no/inadequate plate lamps. Officials said, at about 1:38 a.m., deputies conducted a traffic stop near the intersection of Alleghany Road, and Routes 5 and 20 in the town of Hanover. The operator was identified as Herb. Upon further investigation, deputies found Herb to be allegedly driving while intoxicated. He will be in Hanover Town court later.
– Crystal R. Borst, 36, of Jamestown, was charged March 28 with third-degree criminal trespass. Authorities said, at about 8:30 a.m., deputies were dispatched to the area of Prospect and Plank roads in the town of Chautauqua for reports of a subject attempting to enter a residence. Borst was located and found to be allegedly trespassing on the property. She will be in Chautauqua Town Court later.
– Taylor A. Rose-Newman, 27, of the town of Hanover, was charged March 28 with second-degree criminal trespass, endangering the welfare of a child, and second-degree harassment. Officials said, at about 7:53 a.m., deputies were dispatched to a King Road address in the town of Hanover for a domestic dispute. After investigation, it was determined that Rose-Newman allegedly used physical force to remove a resident from in front of her doorway, then proceeded into the dwelling after being advised not to enter the dwelling by the resident. The alleged incident occurred in front of three juveniles all under the age of 17. Rose-Newman was later located in Dunkirk by New York State Police and the Dunkirk City Police. Rose-Newman was placed into custody and was taken to Chautauqua County Jail for centralized arraignment. She will be in Hanover Town Court later.
HANOVER — At 7:53 a.m. Saturday, deputies were dispatched to an address on King Road for a domestic dispute. After investigation, it was determined that Taylor A. Rose-Newman, 27, of Hanover allegedly used physical force to remove a resident from in front of her doorway, then proceeded into the dwelling after being advised not to enter the dwelling by the resident. The incident occurred in front of three juveniles all under the age of 17. Rose-Newman was later located in the city of Dunkirk by New York State Police and the city of Dunkirk Police. Rose-Newman was taken into custody and charged with second-degree criminal trespass, dndangering the welfare of a child and second-degree harassment. Rose-Newman was transported to the Chautauqua County Jail for Centralized Arraignment.

— HANOVER — At 01:38 a.m. Sunday, deputies conducted a traffic stop near Alleghany Road and Route 5 and 20. The operator was identified as Carl F Herb, 62. Further investigation found Herb to be driving while intoxicated. He was charged with DWI, no or inadequate head lamps and inadequate plate lamps. He will answer charges later.
DUNKIRK POLICE DEPARTMENT
— Edwin Pereira, 45, was charged with failure to provide sustence after police responded to a check on the wellbeing of a dog. On March 21, officers located an extremely malnourished dog, chained inside a residence with no water. There was feces and urine surrounding the dog. The house was also deemed unsafe and was later condemned. The dog was seized by police to be provided care. Pereira was released on an appearance ticket per state Bail Reform.
JAMESTOWN POLICE DEPARTMENT
— Scott L. Frost, 46, was charged March 27 with four counts of endangering the welfare of a child. According to police, at about 2 p.m., officers responded to a westside address to assist with Child Protection Services on a well-being check of four juveniles living in deplorable conditions. Officers, police said, were given consent to check the residence and the well being of the children. Inside the residence, police said, there were animal feces, urine, and garbage throughout. Through investigation, it was determined that Frost allegedly allowed the four children to live in deplorable conditions. Frost was placed into custody without incident and was taken to Jamestown City Jail. He will be in Jamestown City Court later. Police said there were two other adults living in the residence who will have pending charges later.
James D. Bliss, 45, of Randolph was charged with aggravated DWI, DWI and leaving the scene of a property damage accident.
At approximately 10:30 a.m. Saturday, officers were dispatched to a motor vehicle accident on East Fourth Street, where a witness reported that the suspect vehicle fled the scene with heavy front-end damage. The vehicle, operated by Bliss, was located a short distance away with the airbag deployed.
During the investigation, it was determined that Bliss had been operating the vehicle while in an intoxicated condition. He was placed under arrest and transported to the Jamestown City Jail, where he consented to a chemical breath test. The test results indicated that his blood alcohol concentration was nearly four times the legal limit. Bliss was later released to a sober third party to be in court at a later date.
— Alexandrea A. Foster, 25, of Jamestown was charged with second-degree criminal contempt.
At about 6:30 p.m. Thursday, officers responded to an address on the south end of the city for an order of protection violation. Investigation revealed that Foster knowingly went to the residence of the protected party and made verbal contact with them, in violation of a valid stay-away order of protection. Foster was subsequently located at a nearby location after the incident and transported to the Jamestown City Jail and later released.
– Ethan McCray, 22, was charged March 22 with driving while intoxicated, and DWI per se. Police said, at about 3:20 a.m., officers responded to the south side for a motor vehicle accident. Upon arrival officers observed McCray sitting in the driver’s seat of a vehicle that had sustained front end damage. Through investigation, it was determined McCray was operating a motor vehicle while in an alleged intoxicated state. He was placed into custody, and taken to the city jail. McCray was released and will be in city court later.
