JAMESTOWN POLICE DEPARTMENT

— Mark G. Watson, 33, was charged with fifth-degree criminal possession of stolen property.

On Thursday morning, officers responded to a North Side church regarding a larceny complaint. A subsequent investigation determined that an unknown person stole approximately 60 feet of copper gutter downspout from the church.

Local scrap yards were notified to be on the lookout for any person attempting to scrap such property. At approximately noon that day, officers received a call from a local scrapyard advising that a male was attempting to scrap the downspouts.

Officers arrived and located Watson on scene where he was taken into custody.

— Marcia D Howie, 64, of Jamestown, was charged with leaving the scene of an accident, DWI and DWI per se.

An officer was in the area of Falconer and Sturges streets around 10 p.m. Friday when he was nearly hit by a motor vehicle. The officer then witnessed the vehicle strike a parked car and leave the scene. Officers located the vehicle in the area of Buffalo Street and Blackstone Avenue a short time later. The driver was identified as Howie. A subsequent investigation determined that Howie was operating the vehicle while under the influence of alcohol. Howie was transported to the Jamestown City Jail and later released with a court date.

— Heather Flasher, 43, of Jamestown was charged with fourth-degree grand larceny. At around 8 p.m. Friday, officers responded to an address on the South side for a domestic dispute. Through an investigation, it was learned that Flasher had stolen money out of the hand of the victim. She was placed into custody and transported to the city jail without incident.

CHAUTAUQUA COUNTY SHERIFF’S DEPARTMENT

— CHAUTAUQUA — At around 6 p.m. Friday, deputies were dispatched to a check the well-being of a female in a vehicle on Beaujean Road. Upon arrival, deputies made contact with the female operator identified as Kerry McCann, 42, of Fair View, N.Y. After further investigation it was found that McCann was driving while intoxicated. McCann was additionally charged with third-degree aggravated unlicensed operation and released with tickets to be in town court later.

— STOCKTON — On March 4, deputies responded to a larceny complaint on Route 380. Through an investigation, it was determined that the complainant had hired a subject to purchase and install for them a propane heat stove in their residence. This subject was identified as Edward L. Winans, 46, of Jamestown.

The complainant made an initial payment for the purchase of the stove in an amount exceeding $5,600 with an additional payment to be made upon the installation of the stove in the residence. Winans, however, after receiving the payment never provided a stove or returned the payment to the complainant with the time from the payment being received and no action was taken on his part being well in excess of the agreed upon time frame for the purchase and installation of the stove.

As a result deputies did apply for and obtained an arrest warrant, charging Winans with third-degree grand larceny. He was transported to the Chautauqua County Jail for centralized arraignment and will answer charges later in town court.
