NEW YORK STATE POLICE

— PORTLAND — A Georgia man has been charged with driving while intoxicated.

While on patrol at 11:30 p.m. Wednesday, troopers observed a vehicle that failed to dim its headlights while traveling on Route 5 in the town of Portland. During the investigation, Troopers noticed signs of impairment that included droopy eyelids, slurred speech, a strong odor of beverage alcohol emanating from the vehicle and the failure of standardized field sobriety tests at the scene.

Thomas E. Naslund, 39, of Rock Spring, was transported to the Fredonia barracks, where a chemical breath test revealed him to have a 0.08% BAC. Naslund was fingerprinted, processed and released to a sober third party with an appearance ticket for the town of Portland court for later this month.

JAMESTOWN POLICE DEPARTMENT

— Joseph L. James, 31, was charged with resisting arrest, fourth-degree criminal mischief, a felony arrest warrant for city of Jamestown and multiple uniform traffic tickets after a short bicycle pursuit.

Around 11:30 a.m. Saturday, attempted to conduct a street check on James. James disregarded verbal commands from officers, and proceeded to lead officers on short pursuit on his bicycle.

James then struck the side of marked patrol car with his bicycle a few blocks away before being apprehended and taken into custody without further incident. James was being held pending arraignment in Jamestown City Court.

— Hipolito Pacheco, 60, was charged with criminal obstruction of breathing and endangering the welfare of a child on Wednesday evening.

At 8:49 p.m., officers responded to a south side address for a domestic dispute. Pachecho was intoxicated and choked a relative in front of a child. He was transported to the Jamestown City Jail where he was held for court.

— Joshua A. Ryan, no address listed, was charged with seventh-degree criminal possession of a controlled substance and had a warrant out of Lakewood-Busti Police.

At approximately 5:13 p.m., officers responded to a northside address for a suspicious situation. Upon arrival officers located Ryan standing on the front porch of a residence. After further investigation it was found that Ryan had an active warrant.

After a search incident to arrest officers located a quantity of fentanyl in Ryan’s possession. Ryan was transported to the Jamestown City jail where he was released to be in court later.
