CHAUTAUQUA COUNTY SHERIFF’S OFFICE

¯ CHAUTAUQUA — Michael J. Burrows, 29, of Erie, Pa., was charged with inadequate headlights, unlicensed operator, DWI per se, DWI common law and consumption of alcohol in a motor vehicle. Deputies stopped a vehicle at 11:24 p.m. Wednesday on Route 430 in the town of Chautauqua. Burrows was taken into custody following an investigation that included field sobriety tests. He is scheduled to appear in court later.

¯ SILVER CREEK — Dawson H. Hinds, 23, of Silver Creek, was charged with second-degree unlawful imprisonment and second-degree harassment. Deputies responded at 2:15 a.m. Thursday to Burgess Street in Silver Creek for a reported altercation. An investigation found that Hinds allegedly restrained another person. Hinds was transported to Chautauqua County Jail for centralized arraignment.

¯ DUNKIRK — Scott K. Frank, 56, of Fredonia, was charged with first-degree falsifying business records, fourth-degree criminal possession of a controlled substance, fraud and deceit related to controlled substances and two counts of petit larceny. Deputies were dispatched on May 1 to a residential assisted living facility in Dunkirk for a reported larceny. Deputies learned from staff that prescription packaging and business records of the facility logging medication dispersal had been located in a trash can at an off-site location. Through the course of a months-long investigation, deputies learned that Frank allegedly stole prescription medication prescribed to patients and then altered and destroyed business records of the facility in an attempt to cover up the larceny of medication. Frank was taken into custody Thursday and transported to the Chautauqua County Jail for centralized arraignment. Deputies were assisted by the state Department of Health Bureau of Narcotic Enforcement Investigators.
