Animal Complaint Leads To Charges For Pair

Two city residents are accused of not providing food or shelter to a dog.

Police on Tuesday picked up 43-year-old Misty Freeman and 25-year-old Matthew Freeman on outstanding warrants. Their arrests, on a charge each of failure to provide sustenance and shelter as part of the state’s Agriculture and Markets Law, come following a complaint lodged July 1 that a dog was not being cared for outside a residence.

In a news release, the Jamestown Police Department said officers around 9 p.m. on July 1 located the dog in the backyard of the residence. The dog’s leash was reportedly tangled around several trees and a pieces of brush.

“According to a witness, the dog had been left out unattended and unchecked on by the owners for several hours during a heavy rainstorm and had no shelter from the elements,” JPD said. “Due to being tangled in the brush, the dog additionally did not have access to its food and water bowls.”

Police did not identify the residence by street address where the dog was removed, only stating that it was located on the city’s east side.

The dog was transported to Pick of the Litter for temporary shelter.

Arrest warrants for both Freemans were filed by officers. The two were taken into custody without incident Tuesday and were awaiting arraignment in Jamestown City Court.

On Monday, the police department released a statement via Facebook noting that it was aware of online posts “about the health and living conditions of a few dogs in the city.” In that message, JPD said patrol officers had issued citations over the weekend and that investigations were ongoing.

No other charges or arrests for animal neglect have been announced recently.

More than 300 comments were left under the Facebook post by Jamestown police. Among them: “Thank you JPD for answering my concern. No animal should be left out with no food and malnourished,” one comment read.

Another stated, “Please do more to help these animals.”
