ELLICOTT POLICE DEPARTMENT

¯ Adam Meacham, 31, of Jamestown, was charged with fifth-degree criminal possession of a controlled substance with intent to sell and second-degree criminally using drug paraphernalia. Officers located Meacham on an unknown date walking on East Main Street in the village of Falconer. He was found to have a warrant out of the Ellicott Police Department and taken into custody. Meacham was allegedly found to be in possession of crystal methamphetamine, a digital scale and packaging materials. He was arraigned in Ellicott Town Court and remanded to Chautauqua County Jail without bail.

JAMESTOWN POLICE DEPARTMENT

¯ Jeffrey L. Shriver, of Lakewood, was charged with fifth- and sevent-degree criminal possession of a controlled substance and possession of a hypodermic instrument. Officers were dispatched around 1 p.m. on Friday to Spring Street for a report of two people unconscious in a vehicle. When police arrived, firefighters were already on scene speaking to Shriver and a female passenger. Shriver reportedly was unable to answer questions and was later found to be in possession of cocaine and methamphetamine. He was taken into custody and transported to Jamestown City Jail and held pending arraignment.

¯ A 17-year-old male and 17-year-old female were charged with second-degree obstructing governmental administration. Police were called at 6:45 p.m. on Friday to the area of 7 E. Newland Ave. for a report that people were attempting to kick in the door of a residence. The male attempted to flee the area on a bicycle toward Foote Avenue. After a short pursuit, the male and a female were taken into custody. The male was also charged with disorderly conduct.

¯ Amanda C. Spitale, 27, of Jamestown was charged at 9:09 p.m. Saturday with third-degree criminal possession of a controlled substance, three counts of seventh-degree criminal possession of a controlled substance, two counts of second-degree criminally using drug paraphernalia, second-degree criminal impersonation and vehicle and traffic tickets after she was pulled over near 850 Allen St. after officers saw a traffic infraction. Police report Spitale lied about her name to avoid being arrested for operating a motor vehicle with a suspended license. Further investigation allegedly revealed methamphetamine and equipment used for the packaging and sale of controlled substances inside the vehicle. She was taken to the Jamestown City Jail until she could be arraigned.

¯ Chloe B. Fries-Isaac, 23, and Henry B. Stoval, 40, of Jamestown face charges after a traffic stop at 6:01 p.m. Sunday on Newland Avenue near Forest Avenue. Police report pulling a vehicle over for a traffic infraction. Fries-Isaac was identified as a passenger in the vehicle with an active arrest warrant from Jamestown City Court for second-degree assault from a prior incident. Stovall, the driver, was reportedly driving with a revoked driver’s license. Within Fries-Isaac’s property, officers found marijuana and a hypodermic instrument. Officers then searched the vehicle and reported finding a quantity of methamphetamine, a set of metal knuckles, a digital scale and a calibration weight. Both Fries-Isaac and Stovall face charges of seventh-degree criminal possession of a controlled substance, third-degree criminal possession of a weapon and criminally using drug paraphernalia. Fries-Isaac faces additional charges of unlawful possession of marijuana and criminally possessing a hypodermic instrument. Stovall is additionally charged wih second-degree aggravated unlicensed operation and operating out of interlock restriction. They were taken to the Jamestown City Jail until they could be arraigned.

NEW YORK STATE POLICE

¯ Mary Waechter, 59, of Gerry was charged Friday with driving while ability impaired by drugs, second-degree obstructing governmental administration, two counts of seventh-degree criminal possession of a controlled substance, possession of a controlled substance in a non-original container and unlawful possession of marijuana after she was pulled over on Route 60 in Jamestown for a traffic violation. During the traffic stop, troopers report seeing Waechter concealing items between the center console and driver seat. When she refused verbal commands to stop, Waechter was arrested. A search of Waechter’s vehicle allegedly revealed a glass pipe containing methamphetamine residue, a loose vicodin pill and a bag containing a gram of marijuana. Troopers report Waechter failed several field sobriety tests at the State Police barracks in Jamestown and was evaluated by a State Police drug recognition expert who determined Waechter was under the influence of a central nervous system stimulant. Waechter was processed and issued appearance tickets and traffic tickets to be in Ellicott Town Court later.
