JAMESTOWN POLICE DEPARTMENT
¯ Robert J. Smith, 59, of Jamestown was charged with second-degree obstructing governmental administration and trespassing. Officers responded on Sept. 4 around 10:30 p.m. to Dunn Street for a prowler complaint after a neighbor observed a male in a black hooded sweatshirt peeking into a window of a nearby residence. Smith was observed peeking into the window, and following a brief foot pursuit, was taken into custody. Smith was transported to Jamestown City Jail without incident.
¯ Amy E. Thorpe, 44, of Jamestown was charged with driving while intoxicated, DWI per se, insufficient headlamps and open container. Officers performed a traffic stop on Sept. 5 around 2:45 a.m. on a black GMC Envoy on Washington near Eighth streets. Thorpe was found to be operating the vehicle in an intoxicated state with a BAC of nearly twice the legal limit. She was released to a sober person with traffic tickets.
¯ James V. Rairden, 23, of Jamestown was charged with second-degree obstructing governmental administration. Officers were checking a suspicious person at 8:14 p.m. on Sept. 5 at Neoplace Store, 708 E. Second St. Rairden was found to have an active arrest warrant from the city. Rairden locked himself in his vehicle at the gas pumps and refused to exit. He was eventually taken into custody and transported to Jamestown City Jail.
¯ Melvin Leo, 40, of Jamestown was charged unlawful possession of marijuana, reckless driving, failure to keep right, moving from lane unsafely, improper passing on motorcycle and no signal. Officers were on patrol at 6 p.m. on Sept. 5 when they observed a motorcycle operator on Winsor and East Second streets driving in a reckless manner. He was allegedly found to be in possession of marijuana and later taken to Jamestown City Jail.
¯ Christopher L. Decker, 34, of Jamestown was charged with third-degree criminal possession of a weapon and unlawful possession of marijuana. Officers observed a bicycle at 12:56 a.m. on Sept. 6 with no lights in the 400 block of Allen Street. Decker was allegedly found to be in possession of illegal metal knuckles and marijuana. He was transported to Jamestown City Jail to await arraignment.
¯ James A. Grant, 54, of Jamestown was charged with fourth-degree criminal mischief, second-degree criminal tresspassing, aggravted family offense, second-degree burglary and two counts of second-degree criminal contempt. Officers responded at 3:40 a.m. on Sept. 6 to a Bowen Street address and observed Grant walking out of a house in which an alleged domestic incident took place. Grant had a valid order to stay away from the residence. Police learned Grant allegedly broken into the residence by kicking in and damaging a door, re-entered the house after leaving and violated the order of protection against the victim and the victim’s child. He was transported to Jamestown City Jail to await arraignment.
ELLICOTT POLICE DEPARTMENT
¯ Alexander E. Schultz was charged with seventh-degree criminal possession of a controlled substance, criminal possession of a hypodermic instrument and two counts of endangering the welfare of a child. Officers with the Ellicott Police Department were investigating a larceny when it was found that Schultz was in possession of methamphetamine and a hypodermic instrument while accompanied by two 14-year-old youths. Schultz was arraigned and remanded to Chautauqua County Jail on $2,500/$5,000 bail. He will appear in Ellicott Town Court at a later date to answer the charges.
CHAUTAUQUA COUNTY SHERIFF’S OFFICE
¯ BEMUS POINT — Jeffrey M. Ryan, 48, of Orchard Park was charged with driving while intoxicated, DWI per and speeding. Deputies observed a vehicle speeding on Main Street in the village of Bemus Point on Sept. 1 at 11:54 p.m. and was determined to be driving while intoxicated. Ryan will appear in Ellery Town Court at a later date to answer the charges.
¯ SILVER CREEK — Pascual M. Lugo, 40, of Dunkirk was charged with driving while intoxicated, DWI per se, moving from lane unsafely and unlicensed operation. On Sept. 3 around 2:35 p.m., deputies observed a vehicle commit several lane violations in the village of Silver Creek. Lugo was found to be driving while intoxicated and is scheduled to appear in Silver Creek Village Court at a later date.
