Lakewood Sets Public Hearing To Address Traffic Congestion

LAKEWOOD — Complaints of traffic congestion on Summit Avenue is prompting the Lakewood Village Board to take action.

The board will hold a public hearing Sept. 26 at 6:40 p.m. in the village to hear comments on a proposed law to prohibit trucks from using the road. The hearing will be held at the village hall.

Trustee Ben Troche said he and other trustees have received many complaints about Summit Avenue.

“We decided to pass a local law with some teeth to it,” said Troche.

The hearing has to take place before any local law can be passed and adopted. At its last meeting, on Aug. 26, the board authorized Village Department of Public Works Supervisor Thomas Pilling to order signs to be placed along the road.

“What it comes down to is that these semis were carrying construction materials and avoiding Fairmount Avenue that they should be taking because it’s faster to go through the village because of all the traffic,” Troche added.

Trustee Richard Fischer received a complaint from a Winchester Road resident who told Fischer he recently witnessed 103 construction trucks using Summit Avenue.

While specific wording still is being written for the signage, the board released a preliminary draft of what the local law may entail which includes to prohibit commercial vehicles, tractors, tractor-trailer combinations, semi-trailer combinations, or tractor-trailer-semi-trailer combinations from using West and East Summit Avenue as through traffic within the village.

Police Chief Christopher DePonceau said the police can’t enforce the law unless signs are posted.

In other business the board approved the bid of $88,769 from the Dave Warren, Chrysler, Dodge, Jeep, Ram, delearship of Jamestown for four 2023 police vehicles. The vehicles include two Dodge Chargers, one Dodge Durango, and one Ram 1500 Pickup truck. The vehicles may not be ready for operation until about May 2023.

The board also set two other public hearings for special-use permits. The first hearing is set for Sept. 26 at 6:30 p.m. at the village hall for a special-use permit for Colleen Hayes who is requesting a short-term rental at 262 E. Fairmount Ave. The second hearing is set for Sept. 26 at 6:35 p.m. at the village hall for Jennifer Greer who is requesting a short-term rental at 3 W. Terrace Ave.

The village also approved the publication of request for proposals (RFP) for the Richard O. Hartley Park playground equipment installation and site preparation services. The RFPs are due by email to the village clerk by 3 p.m. Oct. 4.

Trustees also approved the Internal Revenue Service increased mileage rate of 62.5 cents per mile which is effective from July 1 to the end of the year.
