14 City Residents Indicted On Federal Drug Charges

BUFFALO — Fourteen Jamestown residents are facing a 42-count federal indictment for their part in an alleged methamphetamine conspiracy.
Jamestown police on Wednesday night dubbed the federal grand jury indictment as “Operation Melt Down Part 2” in reference to a large-scale drug conspiracy brought to light in June in which officials outlined how methamphetamine originating from Mexico was being distributed to Dunkirk and Jamestown.
Named as part of the indictment — unsealed and obtained by The Post-Journal — were Zackiel Fields Jr., Ernest Cauley Jr., Ernie, Jamell Trapp, Ramael Fields, Stephanie L. Harrison, Marcus Martin Bowman, Danny W. Michael III, Alexis V. Hall, Destiny J. Hare, Andrew C. Bennett, Searcy E. Fields, Jacob A. Motherwell, Michael A. Davis, and Stacie N. Yancer.
According to U.S. Attorney Patricia Astorga, the group is accused of “operating a drug trafficking organization, primarily involving methamphetamine, in the Jamestown area since March 2017.”
During the execution of search warrants throughout the investigation, officers reportedly recovered 10 firearms, multiple rounds of ammunition, 20 cellphones, drug paraphernalia and U.S. currency.
Individually, the indictment states the following:
Michael III allegedly, according to the indictment, possessed methamphetamine with intent to distribute on Aug. 31, 2017, and Sept. 1, 2017, 5 grams or more on Sept. 21, 2017, and Sept. 27, 2017, possessed a smaller amount of methamphetamine with intent to distribute on Sept. 29, 2017. Then, on April 5, 2018, and again on April 21, 2018, Michael and Alexis Hall allegedly had more than 5 grams of methamphetamine with intent to distribute it. Michael is also indicted for possessing a Lakefield Mark II .22 caliber rifle despite having been convicted on April 9 in Chautauqua County Court on a felony charge that made it illegal for him to have a weapon.
On April 21, 2018, Michael and Hall allegedly possessed a firearm in furtherance of drug trafficking crimes.
Zackiel Fields Jr. allegedly had cocaine base with intent to distribute it on June 2, 2017; methamphetamine with intent to distribute it on July 7, 2017, and 5 grams or more of methamphetamine with intent to distribute on Sept. 21, 2017. Cauley allegedly had methamphetamine with intent to distribute it on April 26, 2017.
The indictment alleges Trapp and Bowman attempted to possess with intent to distribute more than 50 grams of methamphetamine on June 18, 2018, while further alleging that Trapp possessed firearms in furtherance of drug trafficking on June 18, 2018, after his May 30, 2018, conviction in Chautauqua County Court. The indictment alleges Trapp had a .38 caliber revolver and 22 rounds of ammunition that he wasn’t allowed by law to have.
Ramael Fields allegedly possessed five grams or more of methamphetamine on Sept. 22, 2017, with intent to distribute and distribution of the drugs. Harrison is alleged to have possessed methamphetamine on March 21 with intent to distribute it and allegedly had methamphetamine again with intent to distribute it, and distribution of drugs, on June 11, 2018.
Hare and Bennett, according to the indictment, allegedly possessed, with intent to distribute, 50 grams or more of methamphetamine on May 1, 2018; maintained a property at 846 Lafayette St., to manufacture, distribute and use methamphetamine; possessed 5 grams or more of methamphetamine with intent to distribute on May 22, 2018, along with Searcy E. Fields. Hare and Bennett then, allegedly, possessed five grams or more of methamphetamine on June 19, 2018, and on the same date were allegedly use and maintain an apartment at 153.5 S. Main St., Jamestown, to make, distribute and use methamphetamine. Searcy E. Fields also allegedly used and maintained a home at 11 W. 10th St., to make, distribute and use methamphetamine.
The indictment alleges Motherwell possessed 5 grams or more of methamphetamine on March 1, 2018, and again on March 13, 2018.
Davis and Yancer allegedly used and maintained a property at 22 Bassett St. to make, distribute and use methamphetamine as well as allegedly having 5 grams or more with intent to distribute on March 12, 2018. Davis also allegedly possessed methamphetamine with intent to distribute on March 16, 2018, March 21, 2018, and April 3, 2018. Davis also allegedly used and maintained a property at 45 Baker St. to make, distribute and use methamphetamine and allegedly possessed firearms on at least four of the dates in the indictment, leading to charges of possession of firearms in furtherance of drug trafficking.
Yancer also is alleged to have possessed methamphetamine with intent to distribute on Jan. 10, 2018, and again on March 8.
All 14 city residents were arraigned before U.S. Magistrate Judge Michael J. Roemer on a charge of methamphetamine conspiracy. Detained afterward were Michael, Hare, Bennett, Searcy Fields, Ramael Fields, Zackiel, Davis, Yancer and Trapp. Bowman, Cauley, Motherwell, Hall and Harrison were released on conditions, the U.S. Attorney’s Office said.
The charge carries a mandatory minimum penalty of 10 years in prison, a maximum of life and a $10,000,000 fine. Some named Wednesday are also facing other charges, including possession with intent to distribute, and distribution of, methamphetamine; using and maintaining a drug-involved premises; possession of firearms in furtherance of drug trafficking; and being a felon in possession of a firearm and ammunition.
The indictment is the result of an investigation by the FBI, the Drug Enforcement Administration and Jamestown Police Department.
