DUNKIRK – The Town of Dunkirk has processed several building permits in the past month, including the remodeling of Dunkin' Donuts for added food options and updated bathrooms at The Home Depot, but the most significant update came regarding the Chipotle restaurant on Vineyard Drive. Code Enforcement Officer Ryan Mourer informed the Town Board that the restaurant is targeting Dec. 1 for completion of the project.

Chipotle will be located on Vineyard Drive, in the front of the plaza that includes Harbor Freight, DaVita, and Five Below. The newly-constructed 2,325 square foot building will feature a patio for outdoor dining, as well as indoor seating for dine-in customers. There will also be a "Chipotlane" for customers to pick up orders submitted online.

Chipotle was unanimously approved by the Planning Board in August of 2025, and originally planned to start construction shortly after it was issued a building permit, but the plans were delayed due to poor weather conditions. The building broke ground in April, and the majority of the work is already complete.

Mourer has also been in contact with several residents of the town who object to the operation of a short-term rental property on Woodlands Drive. Resident Jay Warren said Mourer told him the matter is being handled by attorneys.

"I hope we're continuing to look into how we enforce this law," Warren said. "We have a law, how are we enforcing it?"

In September, the Town Clerk's office collected $450 in clerk fees, $5,419.24 in zoning fees, and $24 in dog licenses for a total of $5,893.24 in revenue for the town.

Also of note, the Town of Dunkirk is still looking into consolidation and the sharing of services with nearby municipalities. Town officials have met with neighboring municipal leaders in recent months regarding a variety of issues that each municipality faces and options for cost savings. One notable need for the Town of Dunkirk is a new Town Hall, which is being discussed by a committee of local officials.

The Town of Dunkirk recently agreed with the Town of Arkwright for a shared Highway Department, led by Arkwright Superintendent Lisa Waldron. The agreement took the place of a similar arrangement with the Town of Sheridan. The Town of Dunkirk agreed to sell back its jointly-owned John Deere Tractor to Sheridan for $20,000. A quote was also accepted by the Board to fix the door of the Highway Department.

The Town Board hopes to have Franklin Avenue, Williams Street, and Willow Road striped before the winter. Salt will be purchased directly from Chautauqua County moving forward, rather than a salt-sand mix purchased from Sheridan for the past few years.

A road maintenance funding agreement between the Town of Dunkirk and Americold cold storage was approved by the Town Board. The agreement covers road repairs and signage at and around the facility, as necessary. Supervisor Shari Miller said Americold has been "real great partners" with the town in recent years.

The Town Board also passed a resolution to retain Hodgson Russ as bond counsel pertaining to the East Lake Road Sewer District. The final documents pertaining to the Shorewood Water Project are under review by Rural Development.
