A Falconer man convicted of sexual misconduct in New York in 2018 has been sentenced to between 1.8 and 5.5 years in state prison after failing to register with the Pennsylvania State Police.
Armando Rosario, 44, of Falconer was originally charged in November 2025 with felony failure to provide accurate registration information and second-degree felony failure to register with the Pennsylvania State Police by Conewango Township Police. Rosario pleaded guilty in July to the second-degree felony charge while the first-degree felony was not prosecuted. Jury selection in advance of a possible September trial date had been scheduled in June, but Rosario pleaded guilty in front of President Judge Gregory Hammond in the Court of Common Pleas on July 14 instead. He was given credit for 361 days of time already served during his sentencing on Sept. 11 in front of Judge Hammond.
In Pennsylvania, a second-degree felony conviction for failing to register with the Pennsylvania State Police under Megan's Law carries a maximum penalty of up to 10 years in prison and a fine of up to $25,000. Rosario had been found guilty of sexual misconduct in New York state on Aug. 18, 2016, prompting his registry listing on Pennsylvania's Megan's Law website.
