Fredonia eyes big changes to parking law

Fredonia will hold a public hearing Monday on a law that would do away with downtown parking meters, in favor of a “mobile app” payment system.

The law would also establish a paid permit structure for parking in the village lots on either side of Water Street.

A section of the law declares: “Although the Village of Fredonia previously regulated certain parking spaces through traditional parking meters, the Board of Trustees of the Village of Fredonia now determines that payment for parking in designated spaces shall be made through a mobile parking meter application system in lieu of physical parking meters.”

Instead of plunking quarters into meters, people who park in payment-designated sections downtown would now have to access a webpage and pay through that.

Instructions for payment would be placed on signs that will replace the meters. According to the proposed law, “All designated parking meter spaces and parking meter zones shall be clearly marked by signage indicating that payment is required and providing instructions for payment through the mobile parking meter application, including display of a quick- response (“QR”) code or other identifying information necessary to initiate payment.”

A company that provides a mobile parking service, HONK, made several presentations about its setup to the Board of Trustees in recent months. It’s not clear if HONK would handle Fredonia’s service.

The law also sets parking time limits of two hours per space, and sets out a cost of 50 cents a space per hour.

As for parking in the village municipal lots on both sides of Water Street, a permit would now be required.

The law states that “parking shall be limited to only those in possession of a permit to allow a vehicle to be parked in said lots. The permit shall be displayed on each vehicle in a manner such that it is clearly visible from the outside of the vehicle. The initial fee applicable to parking in the East Parking Lot and West Parking Lot shall be $25 per month.”

The proposed law’s public hearing is set for 5 p.m. Monday in the Board of Trustees’ meeting room, just prior to the board’s regularly scheduled meeting.
