PILOT Project: Council To Approve Gateway Lofts Plan

The Gateway Lofts project is an adaptive re-use affordable housing project, seeking to take over the former Gateway Center and is set to include 110 housing units, playground areas, walkways, picnic areas, greenspace, and other related site improvements. Located at 31 Water Street the project is also looking to use the parcels at 53 and 55 Water Street to form the project site.
According to the council agenda, these parcels are owned by a tax exempt entity and currently paying the city nothing in taxes. The PILOT agreement negotiated with STEL will set them to pay the city $70,116.48 per year for 15 years as a PILOT payment.
Also on the agenda for tonight’s voting session is the transfer of ownership of a property located at 17 Dearing Avenue from the city to the Jamestown Urban Renewal Agency. The Department of Development’s planned amendments to city ordinances are included on the agenda as well, specifically for the code areas of accessory structures, parking in residential districts, fences in residential districts, heating, vacation of unfit premises, garbage and refuse, and storage.
Other agenda items include a local law to set the position of police chief, and new business items for a health insurance agreement, a stop-loss insurance agreement, and a health insurance broker agreement.

The council voting session will take place tonight at 7:30 p.m. in the city council chambers on the second floor of city hall.
