Trustees Approve Special Events Document

LAKEWOOD – A new special events permit application information sheet was approved Monday by the Lakewood Village Board of Trustees by a 3-2 vote.

Trustees also approved, by the same vote, a special events permit review sheet.

Voting in favor of the documents were Trustee John Shedd, Trustee Ben Troche, and Mayor Randy Holcomb. Casting “no” votes were Trustee Ellen Barnes, and Trustee Nancy Jones.

“I submit to the board for consideration a special events permit review, which would serve as an internal document that would provide clear and concise information to our department heads, and most important, feedback, the constraints of some of these events that would put on our departments, so we understand what it’s costing the village, and then they (department heads) know what to do,” Troche said.

The department heads included in the permit review document are the police chief, fire chief, department of public works director, village clerk, and trustees.

Troche said the reason for the documents is an alcohol policy that stems from a summer concert series put on by the Lakewood Community Development Corp. Troche added that Village Attorney Marilyn Lehman recommended officials have a permit application.

“The information sheet has all of our expectations, and costs,” Troche said. It covers kind of the policy of how to get the special event approved.”

The application, Troche added, includes directions for each section to make it easier for the applicant.

One of the document sections is specific to alcohol.

Barnes pushed for a separate alcohol policy, but Troche noted that what Barnes wanted was already noted in the alcohol section.

Alcohol sales and distribution must be contained to one area. Alcoholic beverages must be served and consumed within the designated area, and can’t be carried out. Any violation of the policy will subject the applicant to immediate revocation of the alcohol permit and the New York State Alcohol Beverage Control Board will be notified, the document stated.

“I agree that we need a(n) (alcohol) policy. I’m just wondering, why can’t we just go ahead and approve the application (now), and then follow with the policy write up,” Shedd said.

Holcomb echoed Shedd’s statement.

“I know it’s really contentious, but I think we can work with this, and get it to where it is exactly as we move forward,” Holcomb said.

Trustees also accepted the resignation of DPW Director Thomas Pilling due to retirement. Holcomb read a statement by Pilling.

“Thank you to the present and past mayors, present and past Village of Lakewood Board of Trustees, present and past employees and residents for a great 30-year run,” the statement read.

Pilling began his village career as a seasonal laborer in June 1993, and was promoted to DPW Director in December 2007. Pilling’s last day is Saturday, Sept. 27.

Trustees also approved the probationary promotion and appointment of John Certo to the DPW Director at an hourly rate of $36.11. Certo will begin his duties upon the retirement of Pilling.

“We’re glad to have you in that position,” Holcomb said.

In other business:

– Trustees approved a special music permit application submitted by the LCDC for outside music on Chautauqua Avenue from 2 to 5 p.m. on Oct. 4.

– Trustees approved a special music permit application submitted by Group Ther-Happy, 103 Chautauqua Ave., for outdoor music from 5 to 8 p.m. on Oct. 4.

– Trustees approved village-wide trick or treating from 5:30 to 7:30 p.m. on Oct. 31.
