Creating Pilot Residential Districts Up For Discussion By City Council
The Department of Development is considering creating Pilot Residential Districts to help with infill housing projects in the city.
The creation of these districts is set for discussion during Monday’s City Council meeting. According to the agenda, the DOD is seeking interim zoning changes for the creation of Pilot Residential Districts so infill housing developments — the development of new residential structures on vacant, underutilized or redeveloped parcels in established neighborhoods — can be more easily permitted while the city works towards making zoning updates related to the Comprehensive Plan update. The city is working to develop residential structures on eligible publicly owned vacant, underutilized, residential parcels in established neighborhoods and the agenda states that new developments would continue to require site plan reviews and to be compatible with the existing neighborhoods.
The idea is that the PRDs will allow the city to put properties back on the tax roll and encourage development where new housing has been difficult to establish.
Also on Monday’s agenda is continued talk around changing the zoning code in the area around Jackson-Taylor Park. The resolution up for discussion includes the moved boundaries discussed during the more recent at a city council housing committee meeting, following a city resident approaching the committee with some concerns. The boundaries laid out in Monday’s agenda are from the back lot boundaries of Lafayette to Isabella Street, the northern side of Isabella Street to the back lot boundaries of Clinton Street and the northern side of Eighth Street until it reaches the C-2 Community Commercial Boundary.
The council’s work session begins at 7:30 p.m. Monday in the police training room on the fourth floor of city hall. Council committees meet before the work session. The Housing Committee meets at 6:30 p.m. in the police training room with the Finance Committee at 7 p.m. in the mayor’s fourth floor conference room, the Public Safety Committee in the police training room at 7 p.m. and the Public Works Committee in the Development Department conference room at 7 p.m.
