Busti Extends Moratoriums For Commercial Solar, BESS

LAKEWOOD – Busti Town Board members have extended three moratoriums.
After conducting three separate open hearings prior to Monday’s board meeting, members moved to a regular meeting and voted unanimously to extend three existing moratoriums. The board passed Local Law No. 1, entitled, A Local Law Enacting a Moratorium on Commercial Solar Energy Facilities; Local Law No. 2, entitled, A Local Law Enacting a Moratorium on Wind Energy Conversion Systems and Local Law No.3, entitled A Local Law Enacting a Moratorium on Battery Energy Storage Systems.
The recent approval of three moratoriums extends the suspension period for land use activities until May 31, 2026. During this time, the town will focus on amending the current regulations governing such facilities.
Town board members did set a free schedule for cell phone tower usage.
Town Attorney Joel Seachrist stated that the change in the standard height of cell towers from 600 feet to 400 feet renders the town an accessible point for cell tower placement.
“I think we should go with a set, flat rate of $3,000 for a tower and $1,000 for any other co-locate towers or structures,” said Jesse Robbins, town supervisor.
The board has unanimously approved the cell tower fee schedule.
In other business:
– Robbins reported that he had received a letter from the Town of Harmony discontinuing Busti’s assessor and code enforcement agreement between the two municipalities.
– Robbins also said that the New Code Enforcement Officer Dave Williams has completed his training.
