Council To Discuss BPU Bond Resolutions
Two bond resolutions are up for discussion for Monday’s City Council work session in regards to capital projects being done by the Board of Public Utilities.
The first bond resolution looks to help the BPU finance the construction, reconstruction and improvements of the wastewater treatment plant and a new gasoline/diesel refueling station in the city. The resolution as stated in the agenda says that the bond anticipation note is not to exceed $1,650,000. Specifically, the improvements to the wastewater treatment plant are expected to reach a maximum cost of $1,600,00, with $900,000 as the principal amount of the serial bonds or bond anticipation notes.
The construction of a new gasoline/diesel refueling station, including decommissioning of the current station and any other related preliminary and incidental costs has an estimated total cost of $1,300,000, of which $75,000 will be the principal amount in the serial bonds.
The second bond resolution in regards to BPU capital projects is set to help finance the costs of the planned new pump house station. The principal amount for these serial bonds will not exceed $27,643,347.
The construction of a new pump house station will include installation of new horizontal split case pumps and multistage vertical pumps, new plumbing and pump controls using VFDs, relocation of fluoride tank and treatment, installation of a new hydrochlorite generation system, a new generator and electrical service, construction of a new raw water storage tank and demolition of the existing tank, and installation of new water transmission mains.
The full terms and conditions of each resolution and bond anticipation notes or serial bonds are included in the work session agenda, including the time limits of each bond, with everything set to be discussed at Monday’s meeting.
Council members are also expected to hear about crack sealing and micro-paving of the soap box derby track at Russell D. Diethrick Park. Suit Kote Corp. is donating all the materials and manpower for the $4,000 project.
Also on today’s agenda is an agreement with Stantec Inc. to draft a Safe Streets for All action plan on the city’s behalf. The city will spend $275,000 in Federal Highway Administration funding for the plan.
The City Council’s Housing Committee will meet at 6:30 p.m. in the police training room on the fourth floor of City Hall followed by 7 p.m. meetings of the council’s Finance Committee (mayor’s fourth floor conference room), Public Safety Committee (police training room) and Public Works Committee (Development Department conference room). The whole council will have a work session at 7:30 p.m. in the police training room.
