Head: Single day spree lands man in state prison

A Jamestown, N.Y., man faces years in state prison in the wake of a one-day spree in Warren County that included two DUIs and theft charges.

Grant H. Monroe, 47, was handed an aggregate sentence of 62-124 months by President Judge Maureen Skerda on Friday morning.

Monroe’s attorney, Elizabeth Feronti, acknowledged both her client’s “significant history” of mental health and drug issues and his knowledge that he faces a “significant sentence.”

She told the court that all of the charges occurred on the same day over “several hours.”

“He needs help,” she said.

Monroe said he is “sorry for causing concern in the community” and causing property damage.

Skerda noted that Monroe “began (an) adult career of crime” in 2005 that has included burglary, reckless endangerment, assault, DUI, marijuana possession, a weapons charge, criminal mischief and several contempt charges.

“(I) recognize you’re not new to the criminal justice system,” she said, noting that he needs help but also a “healthy” state sentence.

“You need the time to recover,” she said.

She then sentenced him to 30 to 60 months incarceration on a fourth-offense DUI with credit for 402 days time served, submission of a DNA sample, $3,875 in fines and fees, an 18 month license suspension, participation in the alcohol highway safety school and to undergo drug and alcohol and mental health treatment as well as 25 to 50 months incarceration and $1,872.86 in restitution on a count of theft; $1,045 in fines and fees and a 12 month license suspension on a count of driving on a suspended license and $345 in fines and fees and $154.95 in restitution on a count of accident involving damage to vehicle or property.

The second docket say a four to eight month concurrent sentence and $725 in fines and fees for theft from a motor vehicle.

All of the charges were prosecuted at a third docket but $281 in restitution was ordered.

The final docket saw a 30-60 month sentence on a fifth-offense DUI, 18 month license suspension, alcohol highway safety school, Drug and alcohol and mental health treatment and $3,625 in fines and fees; 26-52 months incarceration and $2,314.98 in restitution for theft and six to 12 months, $2,500 in fines and fees on a count of driving on a suspended license. Additionally, 12 months of reentry supervision was ordered.

Other sentences handed down Friday include the following:

Caleb J. Bean, 34, Tiona, to five years probation including 30 days incarceration and 60 days house arrest, $2,725 in fines and fees, participation in the alcohol highway safety school and victim impact panel program, drug and alcohol treatment, 30 hours of community service, submission of a DNA sample and an 18 month license suspension on a count of DUI as well as $70 for a traffic offense.

Achior A. Oliver, 23, Clarion, to 80 days to one year incarceration with credit for 80 days time served, $925 in fines and fees, 50 hours of community service and mental health treatment on a count of simple assault.

Christopher J. Schleicher, 28, Warren, to 18 months probation, three days incarceration with credit for three days time served, 28 days house arrest, drug and alcohol treatment, submission of a DNA sample, 25 hours of community service and $1,075 in fines and fees on a count of simple assault as well as 18 months probation and 50 hours of community service on a count of resisting arrest.

Francis E. Suppa, 31, Warren, to three to six months incarceration with credit for 40 days time served, $1,750 in fines and fees, participation in the alcohol highway safety school and victim impact panel program, 15 hours of community service, the DUI intervention program and $1,750 in fines and fees on a count of DUI as well as $70 for careless driving.

Richard E. Wilson, 53, Warren, to six months probation including 72 hours incarceration, participation in the alcohol highway safety school and victim impact panel program, 45 hours of community service, a 12 month license suspension, drug and alcohol treatment and $675 in fines and fees on a count of DUI as well as $70 on a count of careless driving.
