Village Of Panama Hears Bid For Garbage Pickup Service For Next Year

PANAMA -- After the garbage pickup business, All Out Disposal, reached out to the village of Panama to present them with a potential bid for providing their services in the village after the village's current contract ends, the village of Panama listened to their presentation at the most recent board meeting.
All Out Disposal's part owners Eli Franklin and Mike Blake presented their bid at the May meeting. The village's current contract is with Costello's, who charges them for 182 residents. Franklin said for the first year they would only have the rough numbers, adding that 50 units is about one ton, so there would be roughly four tons a week to be picked up from the village. Any numbers figured out originally, Franklin said he would not mind coming back and discussing or changing.
"I don't mind coming back," Franklin said. "It's not a get rich quick scheme for us. The more villages that we get that are happy, word spreads. 99% of all of our business comes from word-of-mouth and Facebook."
All Out Disposal began back at the end of 2020. Franklin said his main goal is to have customers enjoy the service and offer a fair price. Weekly pickup charges are around $30 a month no matter where the customer lives. The bid for the village that Franklin proposed would be $28,000 a year.
If the company begins to pick up for the village, Franklin added that he would also like to change the pick up day from Thursday to early Wednesday. He said he would be flexible with the time, giving an example of having it out by midnight and coming to pick up the garbage at about 3 a.m., or having the garbage out by dinner time and having it gone by midnight.
Additionally, if village residents needed to get rid of large items like a couch, the resident would have to contact All Out Disposal to make separate arrangements from normal pickup. Franklin said he is usually available by text 24/7.
The company currently provides services in Sherman, Clymer, Findley Lake, Ashville, Panama, Randolph, Jamestown, Bemus Point, Cherry Creek and Forestville. There is currently a bag limit of seven bags per pickup, but Franklin said they would not sit and count the number of bags out on the street, and would never leave anything sitting there until next time. For bigger bags, the current limit is four bags.
Village Mayor William Schneider said the way the process currently works is that the garbage contract runs until September.
"The plan would be, we would open bids up for the garbage contract probably I'm estimating in July we'd have stuff sent in," Schneider said. "I know this is a preliminary number and what you've given us, so we'll have you write that down on the official bid and submit that and let you know when that happens."
Following that, Schneider said they would go from there to have a garbage pickup in place when September comes around. Schneider said All Out Disposal will be added to the list for consideration and that the village would be in contact to let them get everything in when needed.
