Board Tables Updates To Dog Park Registration

LAKEWOOD — Potential updates to a registration form required for use of Lakewood’s dog park were tabled during a meeting of the village board this week.

The East Terrace Avenue park has been a topic of the board for several months. Complaints were raised regarding park policies after a local resident said her dog was banned for alleged aggressions.

Since then, the board has discussed updating the policy while addressing other issues.

On Monday, village board member Ellen Barnes questioned whether a portion of the contract could be amended to include the prohibition of smoking of any kind at the park.

“It says here, ‘I agree to dispose of all cigarette butts and other tobacco products in the provided sand buckets,'” Barnes said. “We formally adopted no tobacco in our parks, so there should be no smoking signs. But, do we want to just change this? I don’t want to eliminate it because I think if people continue to violate it. Maybe some of the other sections on the policy can kick in. ‘I agree to not use tobacco products or use any other substance’ because now we have to deal with the fact that marijuana is legal.”

Barnes added that vaping is another issue that could be included.

“Can we put in any other substance, the smoking of any substance?” Barnes asked.

The board also discussed changes to a dispute form that would protect the complainant but would still allow the person the dispute was about to have the information that is relevant to their situation. Barnes suggested that there be a separate portion for the dog control officer.

The board also asked for changes to be made to the age limit for entrance to the dog park. It was suggested that children under 12 not be permitted to enter the dog park for safety reasons, with children between 12 and 15 be permitted under adult supervision.

“They don’t want the children in there because … dogs are kind of rough around children sometimes, and we just don’t want anyone to get hurt,” Barnes said. “That was the original purpose — it’s been in the original rules for the dog park. Big dogs knock kids over, it’s just a fact of life.”

The current registration form includes various rules for the dog park, including 21 bullet points users must agree to in order to use the park.

In other news, the board approved Matt and Jen Walczyk as market managers for the Lakewood Farmers and Artisians Market.

“I did talk with Matt this afternoon and they are very excited to join us and move this forward,” Lakewood Mayor Randy Holcomb said.

The board also approved the return of Fitness in the Park with the Jamestown YMCA for the coming summer. The program will run from June 1 until Aug. 26 on Mondays, Wednesdays and Thursdays at 11 a.m. in Hartley Park.
