LAKEWOOD -- The Lakewood Village Board authorized Solitude Lake Management to prepare its 2021 herbicide treatment application for submission to the New York State Department of Environmental Conservation at its regular meeting Monday, after some clarification.
Deputy Mayor Ellen Barnes led the discussion of the application process due to the absence of Mayor Randy Holcomb, explaining that the village's application will be for the use of Aquathol K to treat against curlyleaf pondweed.
"The village of Lakewood's is for Aquathol K because areas to be treated with Aquathol K just fall within the village," Barnes said. Barnes explained that the town of Busti application covers the potential use of ProcellaCOR for the treatment of eurasian milfoil in waters that abut those of Lakewood.
In addition to authorizing Solitude to move forward with the village's own application, trustees passed an additional resolution stating that the board must issue approval for the future use of ProcellaCOR in areas of Busti.
"There are two areas off the Lakewood shoreline that are proposed for ProcellaCOR treatment for the eurasian milfoil, and one area in Busti," Barnes said. "Ultimately it is going to be us (authorizing) because when and if the DEC would grant permits for any of this it comes under contract for each individual municipality."
The intent of the additional resolution was to clarify that the board will have a say in the use of ProcellaCOR in nearby waters.
"You could possibly say something like, no application of ProcellaCOR shall be made to the waters abutting Lakewood without the express permission of the board of trustees," Village Attorney John LaMancuso said prior to the motion passing.
When asked, Barnes noted that funds for herbicide treatment are not currently in the village budget, but said that grants and other avenues of funding exist should the applications be granted.
In other business, trustee Rich Fischer said that the village will be receiving four new wooden signs on its borders, courtesy of donations from residents.
"These are going to be the new signs down here at the fire truck, up here is the gazebo," Fisher said, showing the designs. "We are getting two of these and two of these, Fairmount Avenue is getting two of them, Summit Avenue West and down by the dog park is getting the other one. There's four of them, they are the wooden nice signs."
Barnes informed the board that the village has been awarded a $3,000 grant from the Chautauqua Lake and Watershed Management Alliance for its Fairmount Stormwater Basin and Improvement Project.
Lakewood-Busti Police Chief Christopher DePonceau was authorized to purchase two new police vehicles, which will be paid for under the following budget year.
The board once again tabled an ongoing discussion for a dock permit application to be placed at Lowe Park, but did authorize a title search for the property in order to clarify legal information from the original deed.
