Town Takes Step Toward Hiring Additional Code Enforcement Officer

FREWSBURG — The Carroll Town Board took an administrative step toward the creation of a new employee position.

Last week the board approved a resolution to submit a new position duties statement to the county for the newly created code enforcement assistant.

Russell Payne, Carroll supervisor, said, according to state law, the board needed to approve the resolution to create the civil service position.

“We have submitted the paperwork to do that and that is where we are at,” he said. “Once we get the go-ahead from the civil service, then we will fill the position with an available candidate.”

Payne said the newly created position, which was budgeted for in the town’s 2021 spending plan, could be filled as early as the board’s next meeting on Feb. 10.

“It’s been decided there is a definite need,” Payne said. “There are some issues in the town that need to be addressed and the board was of like thinking to want more resources in that area to address some of the issues. The town is growing and we need more code enforcement to cover issues out there. It’s going to take two people to do the additional work that needs to be done.”

Payne said some of the issues include addressing properties that are unsightly and absentee landlords.

“We also have many new projects going on in the town and it takes time to address code issues that go along with new projects, and existing issues that come up over time,” he said.

Currently, the town has one part-time code enforcement officer that is shared with other towns in the county, Payne said. The new code enforcement assistant will also be a part-time position.
