Wandering Toddler Leads To Charges Against Mom

A Jamestown mother is facing four counts of endangering the welfare of a child after the toddler was found wandering in the area of Burtsch Street.

Jamestown police say they were advised by multiple civilians that the child was wandering alone for one hour. Officers did eventually locate the mother, Linda Troutman, 27, inside her residence at 36 Martin Road. While officers were speaking to Troutman, they observed conditions that were deplorable.

There was dog feces on the floor throughout the home, soiled diapers, spilled food and other garbage. Besides the 3-year-old that was located, there was also children aged 7 and 8 in the home.

Troutman was placed into custody and transported to city jail.

The children were released to a family member.
