BPU Discusses Steam Turbine Repair Work

This fall, repair work will be done to one of the steam turbine generators inside the Jamestown Board of Public Utilities Samuel A. Carlson generating station.

On Monday, the board approved two resolutions to fix the No. 6 steam turbine generator. David Leathers, BPU general manager, said the one resolution authorizes BPU staff to purchase the replacement parts from Argo Turboserve Corp. at a cost of $34,771. The second resolution Leathers said authorizes the BPU to hire GE Steam Power Inc., the original equipment manufacture, at a cost of $32,417 to provide engineering expertise required to rebuild the No. 6 steam turbine generator.

“General Electric Steam Power trained labor will lead this repair process with internal power plant staff,” Leathers said.

According to the discussion point included in the resolution, in February, GE, assisted by power plant personnel, investigated the megawatt control swings on the No. 6 steam turbine. After analyzing high-speed video, it was determined there is a control issues that will require rebuilding the rotating pilot valve and flyball governor. Due to long lead time to manufacture the parts, the parts were ordered to have them available for the fall 2020 power plant outage.

In other business, the board also approved purchasing 500 Itron OpenWay Water electronic receiver transmitters at a cost of $38,700. The discussion point in the resolution states since 2004, the BPU has standardized Badger water meters with Itron radio read drive-by system meters.

The board also approved a resolution to purchase 500 Badger water meters with Itron electronic receiver transmitters in the amount of $55,705.

Leathers said in the last few weeks, BPU employees have replaced about 100 meters at customer properties.
