City Council To Vote On Personnel Agreement

Three of the six city collective bargaining groups might be under contract if the Jamestown City Council approves the latest offer.

On Monday, the council will vote on a personnel agreement with the American Federation of State, County and Municipal Employees (AFSCME) Local 418. If the agreement is approved, it will be a contract that is retroactive to the start of this year and will run through Dec. 31, 2021.

The potential new contract with AFSCME was not discussed during public session during this month’s two work sessions the council held. However, a resolution approving the agreement is on the agenda for the council’s Monday meeting that starts at 6:30 p.m. in the council’s chambers located on the second floor of the city Municipal Building, located at 200 E. Third St. The resolution released to the media doesn’t provide any additional information about the contract agreement.

The last contract with AFSCME expired at the end of last year.

In July, the council approved a new contract agreement with the two bargaining units of the Jamestown City Administrative Association (JCAA). The contract was retroactive to 2017 and runs through 2021. The contract included no salary increases for 2017, 2018 and 2019. The two bargaining units, which has between 25-30 employees depending on the city’s budget, will receive a 2% pay increase in 2020 and 2021.

The bargaining units includes mid-level managers and some clerical workers and Jamestown Urban Renewal Agency (JURA) employees.

As for the other three city bargaining units, Civil Service Employees Association (CSEA) local 1000, Kendall Club Police Benevolent Association and Jamestown Professional Firefighters Association IAFF Local 137 are still without new contract agreements

The city’s contract with the firefighters and the Kendall Club, which serves almost all members of the city’s police force, expired at the end of 2015. The CSEA contract agreement ended at the end of last year.
