At 9:20 a.m. Wednesday, sheriff’s deputies and the Chautauqua County Humane Society responded to an address on Route 394 for a report of animal abuse and neglect filed through the Humane Society. Once deputies arrived on the scene, they spoke with Scott Humble, 64, who was the owner of the dogs on the property. A Mexican man who has been removed twice from the United States has pleaded guilty to re-entering the country illegally. U.S. Attorney Michael DiGiacomo announced that 31-year-old Jose Roberto Perez-Solis, 31, a citizen and national of Mexico, pleaded guilty before U.S. District Judge Lawrence J.
