Teen In Ellicott Road Leads To Charges for Man

A female lying in a road in the town of Ellicott on Friday has led to charges against a 48-year-old man.

At about 3:19 p.m., town of Ellicott police were called to a suspicious situation on West Oak Hill Road at Johnson Road after it was reported a male was standing above a teenager in the road. Responding officers located the vehicle matching the description being driven by Roman Arrance with a 16-year-old girl.

An investigation determined that Arrance had picked up the girl in the city of Jamestown and entered the town of Ellicott where the teen requested he stop the vehicle. Arrance refused and allegedly struck the girl in the head and began pulling her hair. At that time, the girl attempted to exit the vehicle. Arrance drove away leading to the girl falling out of the vehicle and her hand being run over.

Arrance was charged with endangering the welfare of a child, unlawful imprisonment, second-degree harassment and second-degree reckless endangerment. He will be in town court later.

Chautauqua County Sheriff’s Department and the New York State Police assisted in the incident.
