Landy Seeks Second Term On Legislature
Phil Landy
Phillip Landy, the incumbent Republican-endorsed representative for Chautauqua County Legislature District 9, has announced his campaign for re-election.
Landy is a lifelong Jamestown resident, U.S. Navy veteran, and retired SKF employee with 39 years of service. With human services accounting for 48% of the county budget, Landy said he has focused on efficiency, thoughtful spending, and balancing resources to meet rising costs in mental health programs and services for seniors and vulnerable residents — all while ensuring that essential services are delivered without placing unnecessary burdens on taxpayers.
Landy has also been a strong advocate for business development, working to attract investment and create opportunities that strengthen the local economy and provide jobs for area residents.
“We are fortunate to have a county government that approaches budgeting responsibly,” Landy said. “This careful approach allows us to provide essential services, support seniors and those most vulnerable, and maintain fiscal stability for our community. My commitment is to the citizens of Chautauqua County – ensuring their needs are always a priority.
Landy said he believes in protecting taxpayers through responsible budgeting that avoids unnecessary property tax increases while maintaining essential services. Landy serves on the Public Safety Committee and the Human Services Committee, where he advances initiatives that strengthen community safety, expand human services, and support veterans. He also serves on the Chautauqua County Airport Commission, contributing to regional development and transportation planning to establish air service to/from Jamestown, and upgrades to both Jamestown and Dunkirk Airports.
“The Chautauqua County budget is complex, and even small cuts can create larger challenges down the road–as we’ve seen in the Town of Dunkirk, where homeowners last year experienced an 83% increase in their property taxes,” Landy said.
