BPU Names New Deputy General Manager of Water Resources

Paul Snyder

The Jamestown Board of Public Utilities has appointed Paul S. Snyder as the utility’s deputy general manager of water resources.

Snyder assumes his new role upon the retirement of longtime Michael V. Saar, former deputy general manager.

Snyder graduated with a Bachelor of Science in Civil Engineering from the State University at Buffalo. He is licensed as a professional engineer in New York and Pennsylvania.

Snyder is a former Engineer III of both the Chautauqua County Health Department and the Chautauqua County Department of Public Facilities. His responsibilities included evaluating and inspecting public water systems, wastewater systems, public pools, campgrounds and mobile home parks while overseeing and ensuring that all New York design and treatment standards were upheld. He also played an integral role in emergency response communications processes in the event of major municipal water emergencies.

Snyder has been involved with and helped spearhead numerous large-scale water and wastewater system projects such as the establishment of the North County Water District and Phase 2 of the South and Center Chautauqua Lake Sewer District’s West Side Extension Project. He has designed, prepared bid documents and managed the construction of numerous county-owned bridges and culverts.

The New York State Health Department, City of Dunkirk and County of Chautauqua recognized Snyder with Accommodations for his work in the City of Dunkirk 2018 Water Emergency.

In his new position, Snyder’s responsibilities will include the BPU’s Water, Wastewater, Solid Waste and District Heating Divisions.

“We are extremely excited to welcome Paul into the organization as part of our leadership team,” said BPU General Manager David L. Leathers. “Paul is experienced, capable and absolutely committed to both our employees and our customers. We are very fortunate to have a strong and knowledgeable staff within our Water Resources departments, which will contribute to making Paul’s transition a success.”

Starting at $3.50/week.
