Gov. Andrew Cuomo is proposing to invest $306 billion worth of projects around New York state, although Chautauqua and Cattaraugus counties were not among the places announced for new development.

On Thursday, Cuomo gave his fourth State of the State address, which lasted around 30 minutes. In it, he complained about the inequity of New York having to fund the federal government. “New York is tired of subsidizing other states with our tax dollars,” he said. “We subsidize 42 states. … Basic fairness is all we ask but basic fairness we demand.”

From there, Cuomo said he wants the public sector to spur on the private sector by doing a number of projects. He cited Franklin D. Roosevelt’s New Deal, a series of programs, public work projects, financial reforms and regulations enacted between 1933 and 1939, as his guide.

“History teaches us that when the private economy is lagging the public sector can spur activity,” he said. “That when unemployment is high, the public sector can create jobs. That only the public sector can build the common economic platform for growth. Across the state, we’re now building bigger and better, and laying the foundation for our future. Not even COVID stopped us. We used the period of reduced traffic to accelerate projects throughout the state. Altogether we are expanding our infrastructure plan to invest $306 billion in the future of New York. That’s not just the largest infrastructure plan in New York history. It’s the largest, most ambitious plan put forward by any state in the nation.”

The closest project is in Buffalo. On Thursday, Cuomo said he wants to tear down the Skyway Bridge and create a park. He would like to see it happen this year.

“Our construction team is ready to break ground as soon as the federal approval comes through,” he said.

Other regional upstate projects include redesigning the I-390/I-490 intersection in Rochester; replace the I-81 Syracuse viaduct; and continue work on Mohawk Valley Health System’s $548 million new state-of-the-art hospital in downtown Utica, to name a few.

There were a number of NYC projects highlighted as well, including replacing the Port Authority Bus Terminal; developing the Empire Station Complex; expansion of the Javits Center; and many more.

He also committed $100 million to upstate airports, but did not specify which ones would be receiving the funds for projects.
