POLAND -- Concerns of local residents and upcoming projects were discussed at the latest town of Poland Board meeting.
Under old business, Highway Superintendent Larry Mee reported that a new commercial door closer has been installed on the main door for the town hall. Some lawn damage from winter plowing will be repaired once the snow season is over. Initial work has been completed on the personnel handbook for the town employees. Supervisor Kelly Snow said that she realized some tweaking would still be needed and asked town officials to offer their input when they finish reading the revisions that have been made so far.
Under new business, board members decided that they wanted to continue the tradition of a townwide clean-up day that had been initiated by Kennedy Pride. Community residents look forward to this day each year, and it has proven to have a positive effect on the town and its appearance. .
Town Supervisor Kelly Snow informed the board that she and Dog Control Officer Brian King had discussed the town's agreement with the SPCA. Currently, the town pays a monthly fee of $166 for taking dogs to the SPCA. Now, the town is not taking as many dogs to the holding center, so it would be a cost savings to pay per animal.
That fee would be $15 per day, with a five-day limit, plus a $5 fee. Board members decided that it would be a good idea for the town to go with the new plan. Councilman Terry Walker noted that King really puts a lot of effort into his job, and tries to work with people so animals do not have to be taken to the shelter.
Snow told the board that she had received an e-mail about the Smart Street Lighting New York Program. Old lights are being replaced with LED fixtures, and this is a good cost-saving measure. Both Snow and Mee said they would look into this to see how the town could benefit.
A local resident talked with Snow again about a speed limit reduction for Route 62 coming into the four corners in Kennedy. Board members said they did not know if it would make a difference, but that it would not hurt to do a speed study. The resident should again make a formal written request for the study. Since Route 62 is a State road, the process may be a little different than when requesting a study on a local road.
Councilman Terry Walker told board members that he has been working on the Memorial Day planning. A speaker has been secured for the service at Riverside Cemetery.
Mee reported that he had contacted the treasurer for Kennedy Pride about the funds to purchase flags for the display around town. His department has been cleaning up tree damage from the storm in March. They still have been plowing and sanding. Ditching will begin when the weather permits. He will be meeting with county and state officials in April about what plans there are for road work in the area this year.
The snow removal budget is down to about $5,000 after all that has been needed this winter. Mee said that was about enough to fill the sand and salt barns one time.
The next meeting will be held on Tuesday at 7 p.m. at the town hall.
