Richard Hall

Richard D. Hall, 76, of Grubb Hill Road, Kennedy, passed away Feb. 23, 2021, at his winter home in Florida following a long illness.

He was born Nov. 3, 1944, to the late Marion (Clair) Gilbert and Woody Hall. Dick was a 1962 graduate of Randolph Central School and served in the United States Air Force, Strategic Air Command Elite Guard. Following his discharge from the Air Force, he served on the Lakewood Police Department and organized the first town of Randolph Police Department in 1970. He then accepted a position in Mayville and was the youngest Police Chief in New York State at the time. He transferred to the Chautauqua County Sheriff’s Department until 1976 when he retired due to an injury.

For the last 15 years he had become well known for founding and supervising Randolph Toymakers, building thousands of small wooden toys for needy children throughout the world together with the help of many volunteers.

He was a member of the East Randolph United Methodist Church and New Walk Church in Zephyr Hills, Florida. He was a Past Master of Peacock Lodge, F&AM, Mayville, and also a member of the Elks Club.

Dick was preceded in death by his parents, stepfather Clair Gilbert and a brother, Roger D. Hall in 2014.

He is survived by his wife of 58 years, the former Earlyn Carr whom he married on Oct. 20, 1962; a son Thomas Hall of Kennedy and Tonia (Mark) Wilson of Florida and Cassadaga; two grandsons, Connor and Wyatt McAllister of Randolph.

He is also survived by sister-in-law, Joni Hall of Victor, NY; brother Douglas (Joyce) Gilbert of North Carolina; sisters Cheryl (Robert) Stull of California, Trudy (Steve) Arnold and JoAnn (Terry) Christ of Jamestown.

There are no memorial services planned at this time due to restrictions of the pandemic. Memorials in Dick’s honor may be made to the American Cancer Society.

Arrangements were under the direction of Whitfield Funeral Home, Zephyr Hills, Fla.
