Borrello: A ‘Despicable Human Being’ Killed Dog Found Hanging

Chautauqua County Executive George Borrello said he was shocked to learn of a Pit bull found hanging from a tree Monday evening in the city of Jamestown.

Borrello, who recently proposed an animal cruelty registry for Chautauqua County in a local law, said he hopes the “despicable human being” that killed the dog is caught and convicted.

“Anyone who could do this has evil in their heart and is capable of far worse,” Borrello told The Post-Journal.

Borrello said this is the first case he has heard of of this type of animal cruelty in the county. He said his hope is that the registry, if passed by the County Legislature, would keep people from committing similar crimes. Under the local law, those convicted of animal abuse would be put on the list and thus not be able to legally own an animal again.

“It is my hope it will prevent future incidents like this,” Borrello said.

The legislature tabled the local law at its March meeting.

The Pit bull, brown and white in color, was found hanging by a leash and nylon rope.

Capt. Robert Samuelson of the Jamestown Police Department said the priority right now was to identify the owner of the dog to try and to determine what happened. He said police are not assuming the owner was responsible for the hanging.

“This appears to be an intentional act, not an accident, which is why we’re treating this as a serious crime,” Samuelson told The Post-Journal.

“It’s truly disgusting, and we’re hoping to find whoever is responsible,” Samuelson continued. “It’s important that anyone who may know what happened to please call us.”

While not involved in the investigation, the Chautauqua County Humane Society has received numerous calls following the incident from media and individuals seeking more information.

“Obviously, we’re appalled,” said Kellie Roberts, executive director of the humane society.

CCHS does not employ an officer or conduct investigations regarding incidents similar to the hanging. Roberts said the nonprofit typically handles animals that are found or surrendered following an abusive incident.

Roberts said the killing could be attributed to a variety of reasons, including an owner with a bad temper, a stolen dog or a vindictive killing.

“I have not heard of a (dog hanging) around here,” Roberts said. “It’s pretty disturbing.”
