Carroll To Use ARPA Funds On Public Safety Projects

FREWSBURG — Projects and equipment purchases that will receive American Rescue Plan Act funds have been approved by the Carroll Town Board.

Members of the board last week approved 11 allocations to receive $184,186 of the $340,000 the town obtained in ARPA funds. Of those 11 allocations, 10 will receive phase one funding, said Russell Payne, town supervisor. Phase one funding is the first payment of roughly $170,000 the town received last summer. Phase two ARPA funding will be allocated to the town sometime this summer.

Payne said most of the allocations the board approved will go toward public. The board approved appropriating $36,445 to purchase a new police car; $24,412 for new communications equipment for the Frewsburg Fire Department; $6,452.30 for police body cameras and equipment; $5,877 for a speed enforcement trailer; $4,300 for police department communications repeater; and $700 for body armor for the animal control officer.

“Some of the items approved are critical because they involve public safety,” Payne said.

The board also approved $30,000 to assist the Myers Memorial Library with its renovation project.

“The local library we gave them some money because they are in the midst of a construction project and had a budget shortfall,” he said. “We gave them money to help them complete their project. The front steeps … they needed to be replaced and they needed additional money to make the repairs.”

Town officials also approved $20,000 for the new multiuse town park pavilion and sporting facility.

“It will be a multipurpose building,” Payne said. “It will serve both as a pavilion and a batting cage for both softball and baseball.”

The board approved $4,500 for a new computer for the assistant clerk and a travel laptop for the clerk. Town officials also approved $3,500 for sound and closed-circuit television system for the meeting/courtroom.

Additionally, the town board approved $48,000 for a project at the town water pump house. However, Payne said the funding won’t be allocated until the town receives its second ARPA appropriation from the federal government this summer.

Another project that will receive phase two funding, which wasn’t approved by the board last week, is for the “Hometown Heroes” project. This project will include pictures of service members from the town who have been killed or missing in action during war being placed on banners that would be installed along the main streets in Frewsburg.

“We’ve been in touch with the American Legion and that project will happen during the second phase of the distribution of money,” he said.

Payne said 17 requests for ARPA funds in total were submitted to the town. He said all submissions are still under review and could be allocated following the second phase of money is received.

“All of the requests we received are still under review,” he said. “Some people requested sidewalk improvements and those are being considered going forward in phase two.
