Town Prepares For Less Possible AIM Funding

BUSTI — Town Supervisor Jesse Robbins said Monday that he has done all he can to prepare for Gov. Andrew Cuomo’s proposed budget cuts to towns and villages throughout New York state.

Proposed reductions in Aid and Incentives for Municipalities in Cuomo’s 2019 state budget affect towns and villages differently throughout the state, and Robbins said that the proposal would cause the town of Busti to receive up to $51,297 less by the end of the year.

Town Board Member Rudy Mueller mentioned that the State Senate and Assembly have not yet voted on the proposal, leaving the chance that a reduction in AIM funding may not occur. Mueller also said the backlash from local municipalities may assure the reductions don’t happen.

Robbins said he sent a letter to Cuomo that expressed his thoughts on the proposal. He also contacted State Sen. Cathy Young, R-Olean, and State Assemblyman Andy Goodell, R-Jamestown, for support.

“I did everything we can do,” Robbins said.

A total of $60 million in funding to mostly rural governments could be impacted by the proposal. The state Association of Towns called the cut “disrespectful” last month. The spokesperson for the Democratic governor said the reductions would amount to less than 1 percent of most municipalities’ annual budgets.

Robbins said that possible reduction is still significant and described the idea as a “sorry state of affairs.”

“Cuomo is cutting and slapping the hand that feeds him,” Robbins said.
