DUNKIRK — A man Dunkirk police say is a Level 3 sex offender was charged after he was spotted talking to young kids Sunday.

Richard P. Conti, 70, of Dunkirk was charged with second-degree harassment and trespassing after police received a complaint for a “suspicious male” in the 700 block of Main Street talking with a group of children. Dunkirk police found Conti walking in the area not long after receiving the complaint around 4:45 p.m.

Conti was charged following an investigation.

“The Dunkirk Police reminds citizens to be watchful in their neighborhoods and to immediately report any suspicious activity to the Police Department at 366-2266,” the department said in a press release Monday.
